For decades, Downtown Brooklyn was supposed to become New York City's next great office district. The vision was ambitious: skyscrapers filled with corporate tenants, thousands of office workers, and a skyline that could rival Midtown.

But that's not exactly what happened.

Instead, Downtown Brooklyn grew into something different—and arguably something better. New apartment buildings brought new residents. Restaurants and local shops followed. Cultural institutions flourished. Universities expanded. Today, it's one of the city's busiest and most diverse neighborhoods, where people don't just work—they live, study, create, and spend time.

A new report from the Regional Plan Association suggests it's time to stop measuring Downtown Brooklyn against an outdated vision and start investing in what it's already doing well.

Fulton Street, Downtown Brooklyn (1980)

Walking along Fulton Street in Downtown Brooklyn around 1980, you would immediately feel the pulse of one of the borough’s busiest commercial corridors. The street was lined with department stores, small retailers, and bustling sidewalks filled with shoppers moving between subway entrances and storefronts. Having spent time studying old photographs of this area, I’m always struck by how Fulton Street served as Brooklyn’s version of a downtown shopping district, long before modern malls changed retail culture. The elevated trains had already disappeared by then, but the energy of the neighborhood remained unmistakable. Vendors called out to passersby, buses rumbled through intersections, and the surrounding buildings carried decades of Brooklyn’s commercial history. This photograph captures a moment when Downtown Brooklyn was still dominated by traditional street shopping and the lively rhythm of everyday city life.
