Head Start classrooms are language-rich environments where children build the skills they need to learn, communicate, and thrive.

For dual language learners, the Head Start Program Performance Standards provide clear expectations for supporting both English acquisition and continued development of a child’s home language. They also recognize bilingualism and biliteracy as strengths and help ensure families can fully participate in their child’s education.

As the federal government considers proposed changes to these standards, NHSA’s Notice of Proposed Rulemaking (NPRM) issue brief explores what the research tells us about dual language learning and what could be at stake for children and families.
