As climate risks intensify, communities in Gia Lai and Quảng Trị Provinces, Viet Nam are finding that the ways they have adapted in the past may no longer be enough.

Our latest blog draws on post-event reviews (PERC) of recent storms and floods to explore what it means to prepare for a “new normal”, where events once considered unusual or unexpected can no longer be treated as exceptions.

The experiences of communities point to an important shift: moving beyond adaptation towards transformation. This means not only preparing to respond to changing risks, but rethinking how we plan, develop, and strengthen systems so people can thrive despite new and uncertain conditions.

This work draws on learning from ISET-International and Plan International Vietnam, with support from the Swiss Agency for Development and Cooperation (SDC) and the Z Zurich Foundation.

Post-event reviews of the 2025 storms and floods in Vietnam have found that community adaptation practices are reaching their limit when faces with intensifying climate hazards.

(English below) Trong bối cảnh nắng nóng ngày càng gay gắt, nghiên cứu mới của ISET tại TP. Huế cho thấy sự suy giảm không gian xanh trong giai đoạn 2014–2024 có mối liên hệ rõ ràng với sự gia tăng nhiệt độ đô thị. Chỉ trong 10 năm, diện tích không gian xanh tại các phường trung tâm và ven đô đã giảm khoảng 20%, trong khi nhiều khu vực có mật độ xây dựng cao ghi nhận nhiệt độ bề mặt cao hơn 4–8°C.

Nghiên cứu nhấn mạnh rằng không gian xanh là một trong những lá chắn tự nhiên quan trọng giúp đô thị thích ứng với nắng nóng cực đoan. Việc bảo vệ và mở rộng không gian xanh, cùng với tăng cường quan trắc nhiệt đô thị và giám sát bằng dữ liệu viễn thám, sẽ giúp các địa phương xây dựng những giải pháp thích ứng hiệu quả hơn.

As temperatures continue to rise, a new ISET study in Huế City shows a clear link between the loss of green spaces and increasing urban temperatures between 2014 and 2024. Over the past decade, green space across central and peri-urban areas declined by approximately 20%, while densely built-up areas recorded surface temperatures 4–8°C higher than the city average.

The study highlights that green spaces are one of the most important natural defenses against extreme heat. Protecting and expanding urban green spaces, together with strengthening urban heat monitoring and using remote sensing to track changes in green cover, can help local governments develop more effective adaptation strategies.

When local governments create or expand dedicated budgets for clima...

With our support, local authorities in Huế and Gia Lai, Vietnam, have established budget lines to cover the recurrent costs of early warning systems (EWS).

Climate Resilience Measurement for Communities assessments had previously identified weaknesses in EWS. To address these gaps, we supported the installation of smart flood warning towers, automated river monitoring stations, and high-powered emergency sirens.

But the work didn’t end there.

ISET then partnered with local authorities to secure public budget allocations for recurrent costs, with local authorities having now established budget lines to cover the recurrent costs of EWS.

Tại các cộng đồng thường xuyên phải chịu ảnh hưởng của lũ lụt, các em nhỏ phải sống chung với những rủi ro do ngập lụt gây ra hằng năm nhưng lại ít có cơ hội được học bơi hoặc trang bị các kỹ năng an toàn dưới nước cần thiết.

Nhằm góp phần giải quyết thách thức này, tuần qua ISET đã phối hợp với Chi cục Thủy lợi và Biến đổi Khí hậu Thành phố Huế cùng chính quyền địa phương xã Đan Điền khai giảng Lớp dạy bơi hè 2026 dành cho học sinh Trường Tiểu học Quảng Thái.

Lớp học bơi:

👉 Gồm 15 buổi học, giúp các em trang bị kỹ năng bơi lội và an toàn dưới nước.
👉 Không chỉ học bơi, các em còn được nâng cao kiến thức và sự tự tin để phòng tránh đuối nước, góp phần bảo vệ bản thân tốt hơn trong mùa mưa lũ.

Thông qua việc đầu tư vào các kỹ năng thực tiễn và nâng cao năng lực ứng phó từ sớm, chương trình hướng tới mục tiêu giúp các em an toàn hơn trong mùa mưa lũ, đồng thời góp phần tăng cường khả năng chống chịu của cộng đồng trước những tác động của biến đổi khí hậu.

Hoạt động là một phần trong khuôn khổ Chương trình Đánh giá Khả năng Chống chịu với Biến đổi Khí hậu của Cộng đồng (CRMC), do Quỹ Z Zurich tài trợ và được triển khai thông qua Liên minh Khả năng Chống chịu Lũ lụt Zurich (ZCRA).

In many flood-prone communities, children grow up living with flood risks every year but have limited opportunities to learn how to swim or develop essential water safety skills.

To address this challenge, ISET, in collaboration with the Water Resources and Climate Change Division of Huế City and local authorities in Đan Điền Commune, launched the Summer 2026 Swimming Class for students at Quảng Thái Primary School this week.

The program provides:

👉15 swimming classes designed to equip children with swimming and water safety skills.
👉Beyond learning how to swim, students will gain knowledge and confidence to better prevent drowning and stay safer during the flood season.

By investing in practical skills and preparedness from an early age, the program aims to help children stay safe during the flood season, contributing to stronger community resilience to climate change.

This activity is part of the Climate Resilience Measurement for Communities(CRMC) Program, funded by the Z Zurich Foundation and implemented through the Zurich Climate Resilience Alliance (ZCRA).

We are delighted to lead the webinar “Unlocking the Potential and Utility of Outcome Harvesting (OH)” and share reflections from monitoring a multi-year global programme, Zurich Climate Resilience Alliance, involving 11 partners across 19 countries and 250 communities.

During the session, our colleagues Kanmani Venkateswaran and Mia Chung from ISET will share experiences integrating OH into a mixed-methods MERL system, lessons learned from applying OH across partner networks, and practical insights into how OH can further support the program.

ISET is proud to be part of a research collaboration with People’s Courage International to share our latest study: "Hot Cities Make Hard Work Harder: Strengthening Health and Livelihood Resilience for Informal Workers in South and Southeast Asian Cities."

Across our cities, millions of informal workers keep daily life moving. But as extreme heat becomes more frequent and intense, their jobs are becoming not just harder, but more dangerous and putting their health, safety, and livelihoods at risk.

Through this research, we aim to deepen understanding of how heat impacts informal workers, highlight innovative adaptation approaches, and explore actions that can strengthen resilience for those most at risk.
