The Department of Labor and Employment has established the Maritime Labor Affairs Office to provide Filipino seafarers with legal assistance, dispute resolution, workers’ education and employment services.

The office will also help enforce decisions involving unpaid salaries, benefits and death and disability claims.

1. Letter of intent specifying the position being applied for;
2. Duly accomplished Personal Data Sheet (CSC Form 212, Revised 2025), which may be downloaded from the CSC Website (www.csc.gov.ph), indicating all the required data information;
3. Copy of Certificate of Competency;
4. Copy of Certificate of Accreditation as assessor;
5. Copy of Training Certificates;
6. Copy of Certification of Seagoing Service;
7. Duly accomplished Medical Certificate (CS Form No. 211), which may be downloaded from CSC website;
8. Copy of Transcript of Records/Diploma;
9. Certificate of Employment;
10. Certificate of Good Moral Character;
11. Latest Clearances;
a. NBl Clearance
b. Police Clearance
c. Barangay Clearance
12. Birth/Marriage Certificate (PSA Authenticated)
13. Certification from the current or previous employer attesting to the applicant's professionalism, integrity, and good moral character
14. Notarized certification (not employed nor connected with any MTls, MHEls, Review Centers, Practical Assessment Centers)

Only those applications with complete documents will be considered.

There’s a part of this story people on shore rarely talk about: sometimes refusing the voyage is not as simple as saying no.

They said, “If it’s too dangerous, don’t go.” But for a seafarer, that decision can mean more than leaving a ship. It can mean losing income, missing a contract, falling behind on bills, or leaving a family without the money they depend on.

An able seafarer on an oil tanker may know exactly what the risk looks like when the route passes through a conflict zone. Yet the mortgage, school fees, food on the table, and people waiting at home do not disappear because the sea became dangerous.

And this is happening while civilian crews are actually being killed. The IMO has confirmed 72 incidents in and around the Strait of Hormuz, with 21 seafarer fatalities as of September 2.

They are not soldiers. They are workers trying to earn a living. That is what makes this so painful.

The Department of Migrant Workers (DMW) reminded shipowners and licensed manning agencies to ensure the safety of overseas Filipino workers serving as seafarers and to respect their right to refuse voyages through high-risk maritime areas, including the Strait of Hormuz. The DMW issued Advisory No. 53, Series of 2026, on August 28, 2026, to reinforce safety measures for Filipino seafarers amid heightened security risks.

Secretary Hans Leo J. Cacdac said shipowners must prioritize the safety of Filipino seafarers and keep them out of harm's way. He emphasized that shipowners must respect seafarers' decisions not to sail through areas where their safety may be at risk.

"We continue to remind shipowners to be mindful of the safety of our seafarers on board and to keep them out of harm's way," Secretary Hans Leo J. Cacdac said.

"We are disallowing deployment to the extent that a seafarer exercises the right to refuse to sail. That right must be respected," Cacdac said.

The DMW also reminded shipowners to comply with all requirements before undertaking voyages through areas affected by conflict or heightened security risks. These requirements include conducting risk assessments, implementing appropriate security measures, considering vessel escorts where necessary, and complying with reporting requirements.

The Secretary added that the DMW will review whether these safeguards were properly observed as part of its investigation into the recent maritime incident involving the M/V SIDR. He stressed that Filipino seafarers must be given an informed choice before undertaking voyages through dangerous waters.

The DMW continues to remind shipowners and licensed manning agencies to observe all required safety measures and uphold Filipino seafarers’ right to make an informed decision before sailing through high-risk maritime areas. # # #
