In our ongoing effort to make public the only available, credible, and certified 2023 presidential election results, we present the comprehensive tally of invalid votes and their percentages, as examined by the Tripartite Committee with technical support from UNDP experts.

Drawing on the Agreement for National Unity and the Terms of Reference jointly endorsed by the Government, the APC, and the United Nations, the Committee scrutinized the results in strict accordance with the Public Elections Act (PEA) 2022.

These findings originated from a prestigious multilateral dialogue spearheaded by Ecowas - Cedeao, the African Union, and The Commonwealth, which culminated in the pivotal Agreement for National Unity (ANU). The agreement established the Tripartite Committee under a tripartite co-leadership arrangement involving the United Nations, the opposition All People’s Congress (APC), and the Government. This section, entitled “ Tripartite Recommendations and Findings,” constitutes the pivotal cornerstone and core justification for the high-level political dialogue facilitated by Ecowas - Cedeao, the African Union, and The Commonwealth, which culminated in the Agreement for National Unity (ANU). The ANU formally established the Tripartite Investigation Committee, charging it with a comprehensive, rigorous, and exhaustive probe into the 2023 election results, an undertaking mutually agreed upon by the signatory parties: the Government, the opposition All People’s Congress (APC), and the United Nations, pursuant to the provisions enshrined in both the ANU and its accompanying Terms of Reference (ToR).

Following the exposure of widespread fraud in the originally announced results, the APC’s Tripartite members, in collaboration with UNDP technical experts, also meticulously examined the APC’s 70.17% of Results Reconciliation Forms (RRFs) issued by the ECSL.

Presented below is the comprehensive analysis of the 2023 presidential election results.

RECOMMENDATIONS AND FINDINGS: ANALYSIS OF THE 2023 PRESIDENTIAL ELECTION RESULTS
“The All Peoples Congress (APC) Party independently conducted two levels of analysis on the 2023 presidential election results: the 60 percent of polling stations and 100 percent announced by the Electoral Commission for Sierra Leone (ECSL) on 26 and 27 June 2023 respectively; and our in house analysis of 70.2 percent (8,303) Results Reconciliation Forms (RRFs) collected by polling agents across the country. First level analysis showed gross statistical inconsistencies and irregularities in the results announced by ECSL, on the one hand, and the second level in house analysis of 70.2 percent RRFs provided by the APC Tally Centre, on the other hand, showed that the APC presidential candidate Dr. Samura Mathew Wilson Kamara had a commanding lead of 57.15 percent in the first round of the elections, while Dr. Julius Maada Bio scored just under 40 percent of the valid votes. In meeting the principle of transparent reporting on elections results, the ECSL is free to prove otherwise, and the APC is open to independent verification of the RRFs.”

Following the Government and the Electoral Commission for Sierra Leone (ECSL)’s deliberate and wilful breach of their commitments under the Agreement for National Unity (ANU) and its Terms of Reference (ToR), the APC Tripartite Committee members, supported by technical experts, successfully completed a meticulous examination of the 2023 presidential election results. These figures were subsequently expunged by the Electoral Commission for Sierra Leone (ECSL) from its official website and were never furnished to the Tripartite Committee; the All People’s Congress (APC) later supplied the announced results to enable independent examination.

This dimension of the investigative report continues to unveil egregious mathematical and statistical inconsistencies in the aggregated results, thereby illuminating pervasive systemic irregularities in the conduct and administration of the 2023 elections.

FINDINGS OF THE TRIPARTITE INVESTIGATION COMMITTEE:
"Second, the final results showed only 10,883 invalid votes, representing just 0.39% of the total. This figure is significantly lower than the 4.5% to 5.7% invalid vote rate recorded in the National Election Watch’s Parallel Vote Tabulation (PVRT) data, and it deviates sharply from historical trends: 7.3% in 2007, 4.7% in 2012, and 5.2% in 2018."

"Third, while district-level results from all provincial districts were certified on 27 June 2023—the same day the final results were announced—the presidential results from the Western Region (Urban and Rural) were only certified on 1 July 2023."

Such superficial endeavours amount to nothing more than a reckless and prodigal waste of time and scarce national resources.

There remains only one decisive action with any realistic prospect of eliciting even marginal reconsideration from the international community: the immediate and unconditional implementation of the agreed transitional transfer of power to the legitimately elected winner of the 2023 presidential election, as unequivocally affirmed by the Tripartite Committee’s findings. This singular step would also pave the way for the extradition of Bolle Jos Leijdekkers, your son-in-law, thereby disrupting a sprawling narcotics trafficking network whose operations you have conspicuously failed to dismantle.

To the international community: the time has come to act decisively and remove the illegitimate President Julius Maada Bio from office.

Having been rebuffed at the Africa Forward Summit in Kenya, and in the wake of the record-breaking seizure of approximately 40 metric tonnes of co***ne by Spain’s Guardia Civil — a consignment traced to Sierra Leone — he resorted to attending a paid programme in the United Kingdom. Despite a direct meeting with UN Secretary-General António Guterres, who urged him to prioritise genuine and sustained dialogue with these same international institutions to resolve Sierra Leone’s deepening political impasse, Julius Maada Bio has instead used drugs funds on image rehabilitation by purchasing a platform at the Oxford African Student Union event.

Julius Maada Bio, self-styled “Cocaine Chairman” of ECOWAS, stands credibly accused before the international community of complicity in narcotics trafficking. No amount of desperate image laundering will henceforth suffice to conceal these damning realities.

The Tripartite Committee’s report has irrefutably established that Dr. Samura M.W. Kamara is the legitimately elected President of Sierra Leone. The drug trade has permeated the majority of Sierra Leone’s government institutions, private sector enterprises, academic establishments, and local commerce. The only academic institutions seemingly exempt from this scourge are nursery schools.

Continuation from Series 4, this segment, “The Tripartite Report Findings,” meticulously documents the Committee’s forensic examination of the officially announced election results. These results were deleted by the Electoral Commission for Sierra Leone (ECSL) from its website and not submitted to the Committee; the All People’s Congress (APC) subsequently provided the announced results for independent examination.

The report reveals that the Electoral Commission flagrantly contravened the Constitution and the Public Elections Act 2022.

The investigation further exposed profound mathematical and statistical inconsistencies in the tabulated figures, underscoring systemic irregularities in the administration of the 2023 elections.

FINDINGS OF THE TRIPARTITE INVESTIGATION COMMITTEE:
“In the June 2023 presidential elections in Sierra Leone, the Electoral Commission for Sierra Leone (ECSL) announced the results in two phases. In the first phase, on 26 June 2023, the Commission released uncertified partial results covering 60% of polling stations. This action was contrary to Section 92 (2) of the Public Elections Act of 2022. The following day, 27 June 2023, the ECSL announced the final presidential election results.”

“A detailed analysis of these results, compared with independently gathered data and figures from previous elections, revealed several statistical inconsistencies and discrepancies.”

“First, the partial results released on 26 June covered 7,098 polling stations. In eight districts—Kailahun, Kenema, Bombali, Karena, Port Loko, Bo, Bonthe, and Pujehun—the average number of valid votes per polling station exceeded the legal 300-voter threshold, violating Section 84(1) of the Public Elections Act of 2022.”

The election fraud unearthed above constitutes the principal reasons why the Government declined to engage in any discourse on the election results and why the Electoral Commission adamantly refused to furnish the 2023 presidential election results to the Tripartite Committee for forensic scrutiny.

UN Secretary-General António Guterres has urged the illegitimate president, Julius Maada Bio, to collaborate with the international moral guarantors — the United Nations Office for West Africa and the Sahel - Unowas, The Commonwealth , the African Union, and Ecowas - Cedeao — to expeditiously implement the Tripartite Committee’s recommendations.

•Guinea: Suitcases of drugs discovered in the vehicle of Sierra Leone’s then-Ambassador to Guinea.
2026
•Dakar Airport, Senegal: 55 kg of co***ne seized.
•Bo-Waterside (Sierra Leone-Liberia border): 234 kg of co***ne intercepted.
•French Navy: 4.6 tonnes of co***ne seized from a vessel linked to Sierra Leone.
•Guinea: 1.5 tonnes of co***ne seized from fishing vessels originating from Sierra Leone.
•Spain: 40 tonnes of co***ne (one of the largest seizures on record).

President Julius Maada Bio rigged the 2023 elections to protect drug barons and novamorphed Sierra Leone into a major co***ne processing and trafficking hub. The President is directly involved: his daughter, Agnes Bio, is reportedly in a relationship with—or married to—the convicted Dutch drug lord BOLLE JOS LEIJDEKKERS.

Sierra Leoneans urgently call on the DEA, NCA, and Europol to launch a thorough investigation into these serious drug-related activities without delay in order to dismantle this massive global drug trafficking chain.
