What an incredible day of unity and strength at the rally in front of the Federal Court of Appeal in Ottawa yesterday !đź“Ł

Chi-meegwetch to everyone — Elders, students, families, environmental allies, and elected leaders — who gathered on October 8 to stand with Kebaowek First Nation as the hearing began on the Chalk River nuclear waste project. 🧡

Our voices echoed through the streets with one clear message: the Ottawa River is not a dump — it is life itself. Together, we showed that defending water and Indigenous rights means defending everyone’s future. ✨

We extend our heartfelt thanks to all who shared powerful words and energy during yesterday’s rally ✊:
Chief Lance Haymond and Justin Roy (Kebaowek First Nation); Sébastien Lemire, Patrick Bonin and Marilène Gill (Bloc Québécois); Leah Gazan (Canada’s NDP / Le NPD du Canada); Elder Claudette Commanda (Chancellor University of Ottawa); Laura Reinsborough (Ottawa Riverkeeper); Levin Chamberlain (RAVEN); Ann Pohl (Council of Canadians – Kitchissippi Chapter); Charlie MacLeod (Green Coalition), and the joyful and fearless Raging Grannies for their songs of hope and resistance.

Chi-meegwetch / Thank you / Merci to everyone who joined us on October 7 for our press conference in Ottawa, held on the eve of Kebaowek First Nation’s historic Federal Court of Appeal hearing on the Chalk River nuclear waste project.📢

This powerful gathering brought together First Nation leaders, political allies, environmental organizations, and allies united by one common goal: to protect the Ottawa River, our shared source of life, and to uphold the rights of Indigenous Peoples under Canadian and international law.

On October 8, the Federal Court of Appeal will hear a landmark case, the first major test of Canada’s UNDRIP Act following Justice Blackhawk’s historic ruling.

Kebaowek First Nation has already won two major victories in Federal Court:

âś… Justice Blackhawk ruled that the CNSC failed its constitutional duty to consult under UNDRIP.
âś… Justice Zinn found that CNL violated the Species at Risk Act by ignoring safer alternative sites for the NSDF.

Instead of respecting these rulings, Canadian Nuclear Laboratories has chosen to appeal, disregarding reconciliation, Indigenous rights, and the rule of law.
This fight is about more than one Nation. The Ottawa River is our shared lifeline, providing drinking water for millions across Quebec and Ontario. Over 140 municipalities already stand with Kebaowek. Now it’s time to raise our collective voice.

Le 8 octobre, la Cour d’appel fédérale entendra une cause historique, le premier grand test de la Loi sur la Déclaration des Nations Unies sur les droits des peuples autochtones (DNUDPA), à la suite de la décision historique de la juge Blackhawk.

La Première Nation de Kebaowek a déjà remporté deux grandes victoires devant la Cour fédérale :

✅ La juge Blackhawk a statué que la CCSN avait manqué à son devoir constitutionnel de consulter en vertu de la DNUDPA.
✅ Le juge Zinn a conclu que LNC avait violé la Loi sur les espèces en péril en ignorant des sites alternatifs plus sûrs pour l’ISDN.

Au lieu de respecter ces décisions, les Laboratoires nucléaires canadiens ont choisi de faire appel, faisant preuve de mépris pour la réconciliation, les droits autochtones et l’État de droit.

Ce combat dépasse une seule Nation. La rivière des Outaouais est notre ligne de vie commune, fournissant de l’eau potable à des millions de personnes au Québec et en Ontario. Plus de 140 municipalités soutiennent déjà Kebaowek. Il est temps de faire entendre notre voix collective.

Kebaowek First Nation is challenging a decision of the Canadian Nuclear Safety Commission (CNSC) in court to protect the sacred Kichi Sibi (Ottawa River) from a nuclear waste disposal facility proposed by Canadian Nuclear Laboratories (CNL). Time and time again, we see industry and government evading the free, prior, and informed consent of Indigenous Nations for projects that destroy their territory.

A message from Quebec First Nations broadcast on Times Square demands respect for their rights.

A striking action took place today, April 22nd, in the heart of Manhattan as a message from the Quebec First Nations delegation to the UN was displayed for 24 hours in one of the world's most famous and high-traffic locations.  The billboard reads “Indigenous Peoples’ Rights: A Call to Respect in Québec (Canada)”

“We wanted to raise awareness and highlight to the international community the need for Quebec to fully commit to the implementation of the UNDRIP, an essential gesture of respect for the rights of Indigenous peoples. We also wanted to highlight the inconsistency of a federal implementation of the UNDRIP when a State like Quebec makes no concrete commitment to it, forcing our Nations to turn to the courts to enforce rights that should be  undeniable,” declared AFNQL Chief Francis Verreault-Paul at the unveiling.

« Nous voulions sensibiliser et souligner à la communauté internationale la nécessité de Le Québec s'engage pleinement dans la mise en œuvre de la DNUDPA, un geste de respect essentiel pour les droits des peuples autochtones. Nous avons aussi voulu souligner l’incohérence d’une mise en œuvre fédérale de la DNUDPA lorsqu'un État comme le Québec ne fait rien de concret engagement à cet égard, obligeant nos nations à se tourner vers les tribunaux pour faire respecter des droits qui devraient être « C’est indéniable », a déclaré le chef de l’APNQL, Francis Verreault-Paul, lors du dévoilement.

During the Assembly of First Nations Quebec-Labrador delegation side event at the 24th Session of the United Nations Permanent Forum on Indigenous Issues, Chief Lance Haymond of Kebaowek First Nation and Councillor and Director of Economic Development Justin Roy delivered a strong message on a core principle: the right to free, prior and informed consent.

📌 Event theme: “Challenges and issues in implementing UNDRIP: the case of Quebec”

Together, they denounced the Government of Quebec’s actions regarding the proposed nuclear waste disposal project at Chalk River, a project being pushed forward without meaningful consultation.

They reminded the international community that moving forward with such a project without meaningful consultation violates their constitutional rights and those conferred by the UNDRIP.

Lors de l'événement parallèle de la délégation de l'APNQL à la 24e session de l'Instance permanente des Nations Unies sur les questions autochtones, le chef Lance Haymond de la Première Nation Kebaowek et le conseiller et directeur du développement économique Justin Roy ont livré un message fort sur un principe fondamental : le droit au consentement libre, préalable et éclairé.

On Monday, April 21st, as part of the United Nations Permanent Forum on Indigenous Issues (UNPFII), Chief Haymond will be appearing with the Assembly of First Nations Quebec-Labrador in a livestreamed event exploring challenges and issues in implementing UNDRIP in Quebec.

This event will broadcast this Monday from 3:00pm to 4:15pm EDT. Featured speakers include the Chief of the AFNQL, Chief of Kebaowek First Nation, Chief of the Anishinabe Nation of Lac-Simon, the Vice-Chief Atikamekw First Nation of Wetomaci, and several Innu Chiefs, as they highlight:

1. The reform of the forestry regime in Quebec analyzed in a context of territorial dispossession of the First Peoples;
2. The concept of free, prior and informed consent in the context of the Chalk River nuclear waste disposal project;
3. The Innu Nation’s constant recourse to the courts to assert its fundamental rights, particularly in relation to caribou protection.
