Juniper welcomes the Government's decision to release further information about how the Integrated Assessment Tool (IAT) works, publish draft rules for an escalation pathway, and commission an independent review of the assessment system.

Earlier this year, in our submission to the inquiry into the transition from the Commonwealth Home Support Programme to Support at Home, Juniper raised concerns that algorithm-driven assessments could result in funding decisions that do not accurately reflect an older person's care needs. We also called for greater transparency around how assessment decisions are determined and the role of clinical judgement in the process.

While these announcements from the Government are positive steps, the information released to date reinforces concerns that the assessment model may not adequately recognise clinical complexity, including dementia and other complex health conditions, and places limited weight on professional judgement.

The proposed escalation pathway also appears focused on exceptional circumstances where an older person’s situation is significantly different from another’s at the same classification level. While this may provide an important safeguard for some older people, it remains unclear whether it will address broader concerns about people being consistently under-classified by the assessment model.

Russell Bricknell, CEO of Juniper, said greater transparency and independent scrutiny of the assessment system were welcome, but older Australians needed confidence that the system was identifying their needs accurately and providing timely access to support.

“The release of the algorithm, the proposed escalation pathway and the announcement of an independent review are important steps forward, and we certainly thank the Government for listening and responding to our concerns,” Mr Bricknell said.

“However, reviews take time. Older Australians really need assurance that the assessment system is accurately identifying their care needs now.

“Getting these decisions right matters. When people do not receive the level of support they need at home, the consequences extend beyond the individual. It can accelerate declining health, increase demand on hospitals and place further pressure on the broader health and aged care systems.

“Many older Australians cannot wait until the review reports in 2027 to have confidence they are being assessed fairly and receiving support that reflects their needs.”

Juniper is calling on the Government to ensure the review leads to practical improvements to the assessment system, including stronger recognition of clinical complexity, greater weighting of professional judgement, and a clear mechanism for assessors to intervene when a classification does not accurately reflect an older person's care needs.

What a way to celebrate Fiji Day! 🎶🩵

Fiji Day, held each year on 10 October, marks Fiji’s independence and is a celebration of Fijian culture, community and pride.

With many Fijian team members at Juniper Guwardi Ngadu, residents and staff came together over the weekend for a day filled with singing, dancing and plenty of delicious Fijian food.

Dressed in Fijian colours and traditional outfits, the team filled the home with music and shared some beautiful songs with residents. The celebrations also included a traditional morning tea and a special lunch cooked over coals.

There were plenty of smiles throughout the day and a real sense of everyone coming together to celebrate.

Happy Fiji Day to our Fijian team members across Juniper!

Thank you to everyone who helped make the day so special, and Happy Fiji Day to our Fijian team members across Juniper!

Eight years ago, the Royal Commission into Aged Care Quality and Safety was established to transform a system that was failing older Australians.

Today, on the eighth anniversary of the establishment of the Royal Commission on 8 October 2018, Juniper is asking a simple question: has reform delivered the outcomes older Australians were promised?

The question was inspired by a challenge from former Inspector-General of Aged Care Natalie Siegel-Brown, who urged the sector to judge reform not by what has been promised, but by what has been achieved.

Our new Royal Commission Report Card looks at the progress made by successive governments and assesses whether reform is making a meaningful difference in the lives of older Australians.

While significant reforms have been introduced, including the new Aged Care Act on 1 November, Juniper has awarded the Government an overall grade of C-, finding the changes have not yet translated into meaningful improvements for many older Australians.

Juniper CEO Russell Bricknell said The Royal Commission called for an aged care system where older people could live with dignity, choice, independence and connection and that those outcomes need to be the measure of whether reform is working.

“The Royal Commission gave Australia a roadmap for change,” he said. “Our focus must now be on making sure we reach the right destination.”

Take a look at the report card and let us know what you think. Does our assessment reflect your experience, or have we been too generous?

It was a special day at Juniper Rowethorpe Retirement Living as residents, Bowls Club members and Juniper team members gathered to celebrate the opening of the new Rowethorpe Clubhouse.

The occasion marked a new chapter for the Rowethorpe Bowls Club and the wider village, bringing to life a project that residents helped shape from the early design stages through to completion.

Guests gathered for speeches and the official ribbon cutting before taking a look through the new clubhouse and refurbished bowling green, followed by afternoon tea and drinks.

Juniper CEO Russell Bricknell, Chief Operating Officer - Accommodation Jacob Hollenberg and Chief Operating Officer Care - Jo Wilkinson joined the celebrations, with Russell thanking everyone who played a part in making the new clubhouse a reality.

For Rowethorpe Bowling Club President Eugene Browne, who has called Rowethorpe home for 14 years, seeing the finished clubhouse was a special moment after being closely involved throughout the project.

“Now we’ve got a beautiful building where you can look out over the green, which is what we always wanted,” Eugene said.

Last week was a lovely end to the school term for residents at Juniper The Residency in Northam and students from St Joseph’s College.

Every Tuesday throughout the term, the students have spent time at the Juniper residential home getting to know our residents and enjoying each other’s company.

For their final catch-up, the tables were turned and our residents headed to St Joseph’s College, where the students had prepared snacks and treats for everyone to enjoy.

Personal Care and Activities Assistant Lynette Fanchi said it had been wonderful to see the intergenerational connections grow over the term.

“There have been some real connections made, with promises of more visits to look forward to. We hope to welcome the students back again next year and continue bringing residents and students together.”
