I want to take a moment to express my deepest gratitude to each of you.

To our incredible employees, your dedication and professionalism during this challenging time has truly been inspiring. I know the furlough brought financial strain and uncertainty, and I saw your frustration and unwavering commitment. Please know that your contributions are essential, deeply valued, and that I missed having each of you here every day. Leadership is working tirelessly to ensure operations seamlessly resume, and I am pleased to be welcoming you all back.

Press Release: Impact of Government Shutdown for Salisbury-Rowan Community Action Agency, Inc.

October 31, 2025

As the possibility of a federal government shutdown loomed for several weeks, Salisbury-Rowan Community Action Agency (SRCAA), Inc. took proactive steps to safeguard essential services, protect vulnerable populations, and maintain operational integrity.

Salisbury-Rowan Community Action Agency, Inc. a trusted pillar in our community for more than 60 years, relies on federal funding to provide Rowan, Davidson, and Cabarrus counties with tailored local programs for children, individuals and families facing financial hardship. These services, ranging from early childhood education, job training to food and energy assistance, support families within our service areas often on the brink of disaster and enable them to achieve self-sufficiency. Due to the government shutdown continuing, these vital programs have been forced to close for an unforeseeable amount of time effective 10/31/2025.

Dione Adkins, Chief Executive Officer of SRCAA, Inc. states that, “We recognize the impact this disruption may have on the 408 Head Start/Early Head children and families, and 140 Workforce development program participants who rely on our programs for housing, nutrition, energy assistance, workforce development, and early childhood education.”

“While federal funding streams may be delayed or temporarily suspended, our agency remains steadfast in our mission. Over the past several months, we have been actively coordinating with state and local partners to assess program continuity, implement contingency plans, and communicate clearly with those we serve. Our leadership teams are reviewing budgets, prioritizing critical services, and have prepared to adapt with resilience and resolve.”

“We also acknowledge the concerns of our nearly 200 furloughed employees, vendors, and community stakeholders. Transparent communication and collaborative problem-solving will guide our response. We will continue to provide updates through our agency’s website, social media platforms, and direct outreach.”

Community Action was born in moments of national challenge, and we rise again with clarity, compassion, and commitment. In uncertain times, we stand firm: rooted in resilience, driven by purpose, and united in service.

MEET OUR BOARD MEMBERS: Dione Adkins

Meet Dione Adkins, Chief Executive Officer of Salisbury-Rowan Community Action Agency, Inc and Secretary of the NCCAA Board of Directors.

Dione's family carries a legacy of faith and service in the Salisbury community, and she is in fact a “legacy” in a different way: she's a graduate of the Head Start program she now guides.

“Community service is woven into the fabric of my life,” says Dione. “I grew up surrounded by role models—my grandfather, a Pentecostal Holiness Church Bishop, and my grandmother, an evangelist—who taught me the power of faith, generosity, and compassion.”

“My grandfather believed in sharing the harvest of his garden with anyone in need in the community,” she continues, “and my mother was not only our family’s first college graduate, but also participated in the Comprehensive Employment and Training Act (CETA) program through SRCAA, Inc. I am blessed and honored to carry forward a tradition of hope and service.”

We are grateful to Dione for sharing her family’s legacy of generosity and kindness with her clients, with her community, and with the NCCAA Board of Directors.

Together we will work to shape the future of Community Action!
