A Roadmap for California's Water Future

The MCWRA Board of Directors has officially adopted the 2026–2029 Strategic Plan, establishing a bold vision and clear priorities to guide the Association's work over the next four years.

Developed through a Board-led strategic planning process that began in December 2025 and continued through Spring 2026, the plan reaffirms MCWRA's commitment to protecting and advancing the Sierra Nevada headwaters—the source of approximately 60% of California's developed water supply.

The Strategic Plan focuses on five key priorities:
💧 Sierra Nevada Headwaters
💧 Water Rights
💧 Water Supply & Infrastructure
💧 Forest Management & Watershed Health
💧 Statewide Collaboration & Awareness

As California faces growing challenges related to wildfire, climate resilience, aging infrastructure, and water reliability, MCWRA will continue advocating for policies and investments that protect water at its source and strengthen the communities, economies, and ecosystems that depend on it.

🔹 MCWRA Leaders Bring Rural Water Priorities to Sacramento 🔹

On May 20, MCWRA members, elected officials, General Managers and regional water leaders from across the Sierra Nevada headwaters came together in Sacramento for the 2026 MCWRA Legislative Advocacy Day, bringing the voice of rural California directly to policymakers.

Throughout the day, participants met with legislators, legislative staff and administration representatives to discuss the unique challenges facing the communities and agencies responsible for protecting California’s headwaters.

Conversations focused on key issues impacting Sierra communities, including water affordability, aging infrastructure, wildfire and watershed resilience, and the need for practical policies that recognize the realities facing mountain and rural agencies.

Together, we reinforced an important message:

💧 The Sierra Nevada headwaters provide more than 60% of California’s developed water supply, yet the agencies protecting these resources face operating challenges fundamentally different from larger urban systems.

Thank you to everyone who participated and helped elevate the Sierra perspective in Sacramento. Continued collaboration and advocacy are critical to ensuring mountain communities have a strong voice in California water policy discussions.
