Happy Summer! CPAM recently visited Olmsted County just north of Rochester to see the work being done on CSAH 21. The grading work was done in 2025 and now the concrete paving work is underway. The project is 5 miles long with 8” of doweled concrete on an aggregate base.

CPAM Announces the 2026 Laingen Frentress Award Winner!

Mark Bintzler (Amrize) is this year's winner!

Every year, CPAM honors one individual with the Laingen-Frentress Award. This award is given annually to one individual who exemplifies integrity and commitment to promoting quality and excellence in the concrete paving industry and is named after the late Arnie Laingen and Dan Frentress. The winner of this award is a surprise; they do not know they are receiving the award until it is announced at the Concrete Paving Award’s Banquet hosted each year in March.

CPAM is excited to recognize MARK BINTZLER from Amrize on winning this year’s award! Mark was chosen by a committee made of past award winners for his outstanding integrity and commitment to promoting quality and excellence in the concrete paving industry in Minnesota. Last week, the Concrete Paving Association of Minnesota held its 65th Annual Workshop in Breezy Point, Minnesota. The workshop brought together DOT engineers, consulting engineers, and industry professionals to learn and improve upon best practices. ACPA’s Eric Ferrebee was joined by Jim Mack (WJE and former ACPA Chairman) in teaching best practices for improving pavement design practices to achieve optimized designs. The presentation covered strategies for optimizing designs not just for initial cost, but long-term performance and life-cycle costs. The presentation also highlighted how everyone in the industry plays a role in and is impacted by pavement design. Nick Davis (IGGA/ACPA) also presented at the workshop covering the importance of proper preservation of concrete pavements with diamond grinding. Other presentations covered topics such as trial batching, joint activation through early loading, dowel bar performance, and innovative and sustainable materials.

? A combination of diamond grinding and pavement rehabilitation ( ) can significantly extend a pavement's service life. A comprehensive rehabilitation strategy was chosen for US Highway 12, a critical east-west corridor across Minnesota, to address aging concrete pavement, drainage issues and outdated pedestrian accessibility features.

By effectively employing CPR and diamond grinding rather than full reconstruction, the project demonstrated a cost-effective strategy for asset preservation and was recently recognized by the Concrete Paving Association of Minnesota (CPAM) and the Minnesota Department of Transportation with a Merit award for outstanding performance in concrete pavement rehabilitation.
