The Somali American Police Association (SAPA) was established in January 2013. Duly sworn law enforcement officers and other law enforcement professionals of Somali heritage came together to create the association. We are a national association with members from the following departments:

Congratulations to one of SAPA’s inspirational leaders, Salah Ahmed, on his promotion to Captain of the Metro Transit Police Department. Well deserved sir!

Since his appointment in March, Chief Dotseth has been working on building out the MTPD leadership team. This week, we were proud to announce two new permanent captains overseeing MTPD’s Patrol division, Captain Salah Ahmed and Captain Jason Malland. This dual captain model is a return to an old approach for the agency, which last had dual patrol captains in 2019.

Salah Ahmed began his journey in law enforcement in 2010 and joined MTPD in 2013. He has been a MTPD officer, sergeant, lieutenant, and acting captain. Captain Ahmed has overseen the day to day of MTPD Patrol Operations for the last 18 months, and during this time, crime has decreased and officer activity and visibility is at record levels. In Captain Ahmed’s new role, he will oversee MTPD’s Patrol Division Special Operations, which includes HAT, beats, TRU, task force officers, K9, CSO, internal outreach, bike team, ERT, special events, and part-time officers.

Jason Malland has been in the law enforcement field since 2000 and joined MTPD in 2012. Captain Malland has served as a police officer, field training officer, beat officer, patrol and training sergeant, and patrol lieutenant. Captain Malland is a Marine Corps veteran and under his leadership at MTPD, crime greatly decreased on the Green Line while officer presence on board the light rail system increased by 246%. In Captain Malland’s new role he will oversee general operations in MTPD’s Patrol Division while leading and developing MTPD’s crime reduction strategies.

SAPA hosted their annual iftar dinner last night in Minneapolis. It was a wonderful evening to break our fast alongside fellow law enforcement partners, local politicians, and community members.
