Last week, Thriving Wisconsin Executive Director Dr. Heidi Luft and Northwest Connection Family Resources Executive Director Kathy Mullally joined fellow members of the Governor’s Early Childhood Advisory Council (ECAC) in Madison for an in-person meeting with state and community leaders dedicated to shaping the future of early childhood in Wisconsin.
As ECAC members, Heidi and Kathy help ensure the experiences, expertise, and perspectives of local Child Care Resource & Referral (CCR&R) agencies and Family Resource Centers (FRCs) are represented in statewide discussions and decision-making. This leadership role provides an important opportunity to influence policy, guide system improvements, and help drive progress for young children and families in partnership with leaders from DCF, DPI, DHS, and early childhood organizations across Wisconsin.
During the meeting, members reviewed progress on the Wisconsin Early Learning and Development Guidelines (ELDG) revision project and helped shape next steps, received updates on the Preschool Development Grant, and began discussions on ECAC's 2026 advocacy priorities.
We are proud to have strong, thoughtful leaders at the table helping elevate the voices of Wisconsin communities and shape a more responsive, equitable, and effective early childhood system for all children and families.
