Thriving Wisconsin Thriving Wisconsin is Wisconsin’s statewide member association for organizations and individuals committed to making every early childhood a great one.

Our Mission: We cultivate a system of organizations and professionals across Wisconsin to promote quality, strengths-based, early childhood services in all communities. Our core membership consists of Wisconsin’s Child Care Resource & Referral Agencies (CCR&Rs) and Family Resource Centers (FRCs). Our affiliate membership is made up of other like-minded organizations and individuals. As a statewide organization, we positively impact the world of early childhood by ensuring that effective programming is available statewide, resources are strategically leveraged and maximized, and meaningful connections, relationships and systems are built. We do this by providing services and supports, including:

• Quality assurance and improvement
• Organizational development
• Professional development
• Systems building
• Professional networking

It’s All About Leadership! 💙

Thriving Wisconsin attended the 2026 Child Care Aware of America Leadership Institute alongside representatives from six of Wisconsin’s eight Child Care Resource & Referral (CCR&R) agencies.

Leaders from across the country came together to explore the future of child care, including trust, state policy, AI, regulatory reform, provider needs, and the evolving role of CCR&R networks.

Thriving Wisconsin was proud to have Executive Director Heidi Luft invited to share Wisconsin’s experiences on two national panels:
1. "Tension as a Catalyst: How CCR&Rs Are Innovating Through Collaboration" - Exploring how CCR&Rs can turn competing priorities into opportunities for partnership and innovation.
2. "What Will We Build From Here?" - Reflecting on what we need to preserve, what we must be willing to change, and what gives us hope for the future.

A big thank you to the CCAoA team for hosting such a great event and inviting Wisconsin to the stage! We’re grateful for the opportunity to learn, share, and connect with leaders from across the country as we continue strengthening systems so children can thrive.

If the Business Information Form (BIF) is still on your to-do list, now is a great time to check it off!



Complete Now and Receive More!

Rates & Enrollment information must be updated to qualify. Up to 3,500 providers.

By Oct. 31: $45 Walmart card + a chance to receive a $300 Lakeshore card

By Nov. 30: $25 Walmart card + a chance to receive a $100 Lakeshore card

By Dec. 18: A chance to receive a $100 Lakeshore card

(Be sure to check your spam or junk folder if you don't see it.)



Your BIF responses help show changes in child care rates, enrollment, availability, and the workforce and inform child care funding and planning.

A safe sleep space is a simple way to help protect babies. Remember: Nothing belongs in the crib except the baby.

🚫 No blankets
🚫 No pillows
🚫 No stuffed animals
🚫 No crib bumpers
🚫 No loose bedding

Babies sleep safest alone, on their back, in a safety-approved crib, bassinet, or play yard with a firm mattress and fitted sheet.

Celebrating 10 years of the Institute for Child and Family Well-being! 🎉

Thriving Wisconsin Executive Director Heidi Luft was honored to join the Institute’s 10th Anniversary celebration and celebrate the thoughtful, impactful work they’ve led over the past decade.

We feel especially grateful for our partnership with the Institute and the Child Abuse and Neglect Prevention Board as we work together to build the evidence base around the impact of Wisconsin’s Family Resource Centers (FRCs).

These are the kinds of partnerships we value most: bringing together research, practice, and systems leadership to better understand what works—and using that knowledge to Strengthen Systems so Children Can Thrive.
