Dartcc Disasters are common and volunteer-run emergency pet shelters need support. It began with a series of training sessions. It seemed endless.

EASApp keeps data organized and allows volunteers to focus on pet care, not paperwork. EASApp: an easy-to-learn web/mobile operations platform for shelters when disaster strikes. DART Command Central evolved from team meetings of the Central Vermont Disaster Animal Response Team (CVDART) working to improve our readiness to set up and run an emergency pet shelter on short notice. Volunteers were presented with a handful of documents - intake forms, special instructions forms, medical care forms, forms for items that came with the pet, forms to be filled out when a pet left with its family for the day, forms for feeding and cleaning. There had to be a better way to organize all the needed information into something more manageable than a folder full of papers – and there had to be a better use of volunteers’ time than filling out form after form. That realization led to the launch of DART Command Central. What started as an exercise to learn the paper forms evolved into a laptop-based prototype for the registration process, and then into a detailed method for data management. Two years of monthly CVDART meetings and training sessions as well as full-on simulations of numerous sheltering situations has put this prototype to the test and led to constant revisions and improvements until it matured into a robust system that can be adapted to any type of disaster. DART Command Central is designed to ease the burden and stress of sheltering and will benefit both humans and pets. Our plan is for anyone who helps manage an emergency pet shelter to have free access to the Emergency Shelter Module. We have received grant money from State Farm allowing us to implement the first part of the software development, which will provide users with a system for organizing and operating an Emergency Animal Shelter. The next stage will incorporate more detailed information used during sheltering and allow for more complete documentation between organizations and agencies. The final stage will be to make DART Command Central a mobile app that can be used on phones and tablets even without internet access, making it yet more nimble and user friendly. In March 2022 DART Command Central obtained 501c3 status. This opened the door to many more grant opportunities, as well as making individual donations tax-deductible.

Why are we using paper?

It's the question that started DARTCC.

In 2019, a volunteer disaster animal response team sat around a conference table covered in forms: intake, daily care, medical records, release paperwork.

Years of hard-won experience, all on paper. BUT...

Paper gets wet. Paper gets misplaced. Handwriting gets misread.
And every minute spent searching is a minute not spent caring for an animal.

We looked for software built for this. For months.

It didn't exist 🦗🦗🦗

Which left one uncomfortable question: what if we just have to build it ourselves?

Chapter One of our story is live now. Chapter Two is coming soon.

Across the country, animal response teams are using EASApp® to spend less time managing information and more time caring for animals—from faster intake and Daily Care to medical records, volunteer time and reporting.

Built with responders, for responders, EASApp is also helping teams practice before disaster strikes, so volunteers are more familiar with the tools when it counts.

And soon, preparedness will start even earlier.

With DARTGuardian™, pet guardians will be able to prepare essential information about their family and animals before an emergency. Where a local response team uses EASApp, that preregistration can help make shelter intake faster when they arrive—less time collecting information under pressure and more time focused on animals and families.

𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝗶𝗲𝘀 𝗽𝗿𝗲𝗽𝗮𝗿𝗲𝗱. 𝗧𝗲𝗮𝗺𝘀 𝗰𝗼𝗻𝗻𝗲𝗰𝘁𝗲𝗱. 𝗔𝗻𝗶𝗺𝗮𝗹𝘀 𝗽𝗿𝗼𝘁𝗲𝗰𝘁𝗲𝗱.

That is what stronger together looks like.
Want to be part of it? We would love to hear from you.

Big strides this month at DARTCC: DARTGuardian™ and EASApp® are working together to close the gap between pet guardian preparedness at home and response team readiness in the field.

DARTGuardian™ already helps families get prepared, wherever they are. But in communities where a local response team is also using EASApp®, that preparation goes even further - guardian information flows straight into the tools our teams use on the ground. Faster intake, better information at the point of care, and less time re-collecting details under pressure when disaster strikes.

This is one of the biggest product developments we've made all year, and there's more to come.

“We have ideas about what could come next — but we don’t build in a vacuum.”

That’s the principle behind DARTCC’s Quarterly User Group Meetings. It’s how 𝗘𝗔𝗦𝗔𝗽𝗽® and 𝗗𝗔𝗥𝗧𝗚𝘂𝗮𝗿𝗱𝗶𝗮𝗻™ undefined continue to grow based on what response teams actually need — in the field, not just on paper.

On 𝗦𝗲𝗽𝘁𝗲𝗺𝗯𝗲𝗿 𝟭𝟱, join us for our 𝗤𝟯 𝗨𝘀𝗲𝗿 𝗚𝗿𝗼𝘂𝗽 𝗠𝗲𝗲𝘁𝗶𝗻𝗴, focused on 𝗰𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆 𝗼𝘂𝘁𝗿𝗲𝗮𝗰𝗵: how response teams can introduce DARTGuardian™ through local events and partnerships, connect with pet guardians, and build trust _before_ disaster strikes.

If you’re using our tools — or thinking about it — 𝘄𝗲 𝘄𝗮𝗻𝘁 𝘆𝗼𝘂 𝗶𝗻 𝘁𝗵𝗲 𝗰𝗼𝗻𝘃𝗲𝗿𝘀𝗮𝘁𝗶𝗼𝗻.

Bring your questions. Bring your ideas. Tell us what’s working, what isn’t, and what could help your team and community be better prepared.

Another state, another team ready to take care of animals in a disaster — welcome, Quindecim 🐾

DART Command Central has signed a Memorandum of Understanding with the Quindecim Pet & Livestock Disaster Response Team℠, a new Michigan organization built after Cathy Ruprecht saw the same problem again and again: when disaster strikes, families are told to evacuate — but too often, there's nowhere safe to take their animals.

One flood evacuee told Cathy he wouldn't have left his home at all if responders hadn't agreed to take his pet too. "Saving pets does save people," she says.

Through this partnership, Quindecim will use DARTCC's EASApp® and our national network of animal disaster response organizations to build the volunteers, training and systems Michigan needs before the next disaster strikes.

Welcome to the network, Quindecim! 💛

When wildfires broke out in Pueblo County, Colorado, the Front Range Veterinary Medical Reserve Corps was deployed to a large animal evacuation shelter caring for over 1,000 displaced animals.

Dr. Gillian Penn shared what that looked like on the ground:

"Caring for a large number of displaced animals in a rapidly changing environment requires accurate documentation, seamless communication, and the ability for multiple team members to stay informed—even when they're not on site."

"Having a centralized, accessible record... has improved continuity of care and helped ensure that every animal receives the attention and follow up it needs."

This is exactly what EASApp® was built for.

🚨 If your team responds to emergencies, the EASApp® shelter module is free — reach out to see how we can help.

Sea Lions Have a New Home! Evidence of Progress and Hope!

As of February 21st 2026 - two animals have been rescued from Marineland Canada and are now in safe and clean water!

Holly and Maui - 🦭
Two 18-year-old female seal lions have been rescued and are now acclimating at the Vancouver Aquarium. It is hopeful and encouraging to know these two marine lives are out of the Marineland site - and we continue to be thankful for the ongoing discussions for the rescue of the cetaceans (30 belugas and 4 dolphins).

It’s exciting to have hopeful rescue options emerging. The rescue of a sea lion is a massive feat of engineering and care.
Now, imagine the scale of the upcoming Beluga rescue. 🐳
Learn how you can help, below.

We want to acknowledge every hand involved in making this move possible. This is a story of progress, hope, and new beginnings.

We are celebrating Holly and Maui’s new beginning with the second-in-series Sea Lion Coloring Page! 🎨 Download your coloring page from this post or on our linked story page site below.
