Though President Lincoln issued the Emancipation Proclamation in January 1863, freedom did not reach enslaved Black residents in Texas for over two years. On June 19, 1865, Major General Gordon Granger arrived in Galveston and read General Order No. 3, announcing that the 250,000 enslaved people in the state were free.
