An insurance denial doesn't always have to be the end of the conversation.

Last Friday, HCHANJ welcomed Amy Fulton, Vice President of FGA Receivables Management, for "Appealing to Insurance’s Better Nature"—a helpful look at provider rights when navigating authorizations, denied claims, and retroactive changes in insurance coverage.

From distinguishing technical and clinical denials to understanding continuity-of-care protections and when to escalate an appeal, Amy walked attendees through state and federal regulations and strategies providers can use to advocate for appropriate payment.

Real-world scenarios and questions from participants helped connect those regulations to the challenges home care and hospice agencies face every day.

Thank you to Amy for sharing her expertise, and to everyone who joined the conversation!

Expert-led education, practical resources, and opportunities to learn from industry peers are just a few of the benefits of HCHANJ membership. Learn more at homecarenj.org.

How can PDN documentation better tell the story of a patient’s care needs?

Yesterday, HCHANJ brought members together with Horizon’s clinical experts for an interactive webinar on private duty nursing documentation and the authorization review process.

The discussion explored how to clearly demonstrate skilled nursing needs, connect requested hours to specific interventions, and address common gaps in nursing notes, plans of care, and physician orders.

Members also brought real-world challenges—like delays obtaining physician documentation, and gaps between insurance authorizations—directly into the conversation with opportunities for questions and discussions of where things could work better.

Thank you to Horizon’s Priscilla and David for sharing their expertise and engaging with our members, and to the providers who contributed their questions and experiences!

What does it really take to get every part of an agency working toward the same goals?

Last week, home care and hospice executives came together for "The Agency Alignment Advantage," an interactive leadership workshop and networking reception hosted by HCHANJ and facilitated by Larry Prince of PrinceLeadership.

Ahead of the workshop, participants were invited to reflect on the challenges their cross-functional teams face—where those challenges tend to surface, what may be driving them, and how they affect their organizations overall.

The anonymous feedback became the foundation for the day's discussion.

From competing priorities and communication gaps to unclear responsibilities and the pressures of day-to-day operations, Larry brought participants' real experiences into focus, helping leaders examine how these challenges affect collaboration, staff, organizational performance, and ultimately, patient and client care.

Through small-group discussions and shared reflections, attendees explored different perspectives across different parts of their agencies, identified common obstacles, and considered practical steps toward stronger communication, accountability, and teamwork.

A cocktail and networking reception followed, giving attendees an opportunity to continue the conversations and connect with peers.

Thank you to Larry and every leader who joined us for a great (rainy) day 🌦️ We appreciate your openness and willingness to share, and for renewing your commitment to organizational alignment—ultimately strengthening how care gets delivered to homes every day.

A new benefit is only as strong as its implementation.

On April 1, New Jersey launched NJ FamilyCare's Community-Based Palliative Care (CBPC) benefit, expanding access to coordinated, supportive care for individuals living with serious illnesses.

For eligible patients and families, that can mean help managing difficult symptoms, coordinating medications and care across multiple providers, navigating complex medical decisions, and accessing emotional and caregiver support—all while continuing treatment for their underlying conditions. The benefit brings an interdisciplinary team into the picture, helping patients receive more comprehensive, person-centered care in their homes and communities.

The Home Care & Hospice Association of NJ has been involved in this effort from development to implementation.

Working with the New Jersey Department of Human Services, a group of Association provider members helped shape the benefit's parameters, bringing firsthand perspectives on delivering care in the community into the design process.

Together with the Goals of Care Coalition of New Jersey, we've also helped educate providers and build awareness of the new benefit.

Now, the focus is on turning that opportunity into access. For providers, that means navigating enrollment, credentialing, interdisciplinary team requirements, and coordination with managed care plans. For patients and families, it means being able to connect with the right support when they need it.

HCHANJ will continue sharing resources, elevating questions and challenges from the field, and working with state partners to help ensure the benefit is not only available on paper, but practical for providers to deliver and meaningful for the people they serve.

Learn more about the CBPC benefit, including provider eligibility, enrollment, and program guidance, through the NJ Department of Human Services.

An insurer denies a claim. An authorization goes unanswered. A patient's benefits change retroactively. What can your agency do next?

For home care and hospice providers navigating Medicare Advantage and managed care requirements, understanding your rights—and knowing when and how to exercise them—can make a real difference in resolving payment disputes.

Join us Friday, October 23 at 11:00 AM for a virtual workshop with Amy Fulton, Vice President of FGA Receivables Management, Inc., exploring the federal and state requirements that govern insurance authorizations, claims, and payment.

We'll discuss what providers need to know when:
🔹 An insurer fails to respond within required timeframes
🔹 A claim is denied or payment is delayed following a retroactive change in benefits
🔹 An insurer's actions may not align with applicable regulations

Don't leave potential reimbursement on the table simply because you don't know your options.

Learn how to navigate these challenges, advocate for your agency, and pursue payment with greater confidence.

The New Jersey Legislative Home Care Caucus brought legislators, providers, and advocates together this week for its eighth meeting.

This bipartisan forum provides an important opportunity to connect the firsthand experiences of delivering and receiving care at home with the policymakers who help shape access to these essential services.

The discussion covered a wide range of issues affecting New Jersey’s home care community, including legislative and regulatory priorities, Medicaid reimbursement, private duty nursing, community-based palliative care, program integrity, workforce issues, and concerns surrounding the Medicaid assessment fee.

At the center of all these conversations are the New Jerseyans who rely on support at home, the workers who make that care possible, and the family caregivers who often face difficult trade-offs between caring for a loved one and managing work, children, and other day-to-day responsibilities when professional care is not accessible.

Thank you to our bipartisan legislative co-chairs, participating lawmakers, providers, and advocates for sharing their perspectives, listening to one another, and helping identify meaningful next steps.

HCHANJ will continue bringing the experiences of New Jersey’s home care community forward and following up with lawmakers and state agencies on the issues and questions raised.

Providers, advocates, and members of the public are welcome to participate in future Home Care Caucus meetings. Follow HCHANJ for updates and opportunities to join the conversation.

September is National Emergency Preparedness Month—and preparedness takes many forms.

Last week, nearly 50 home care and hospice professionals joined HCHANJ virtually for Situational Awareness & De-Escalation Training, building practical skills to recognize potential risks, respond to escalating situations, and make safer decisions while providing care in homes and communities.

And the training continues this week. We’re pleased to be working with Hackensack Meridian Health and Countrywide Home Care to bring these critical workplace violence prevention trainings directly to their in-person teams.

For professionals who provide care in patients’ homes, preparedness means more than having a plan for major emergencies. It also means being equipped for the unexpected situations staff may encounter every day—understanding their surroundings, recognizing warning signs, communicating effectively, and knowing when and how to respond.

Thank you to our participating providers and to CHRIS POWELL, SAS-MP®, and Arcuri Group LLC for helping us strengthen these important capabilities across New Jersey’s care-at-home community.

Thank you to everyone who joined us for Stop Sepsis Now training!

We were grateful to bring providers together on September 23 for an important day of education, collaboration, and practical training focused on recognizing sepsis early and helping save lives.

A special thank you to LifeStation for generously hosting us, to all of our NJ–NY Sepsis Partnership organizations and partners whose collaboration made this training possible, and to the home care providers who took the time to participate and bring these tools back to the patients, families, and communities they serve.

Sepsis awareness and early recognition can make a critical difference—and strengthening the knowledge of professionals delivering care in the home is an important part of that work.

Thank you for showing up, learning together, and helping us Stop Sepsis Now!

Home care providers have a direct stake in ensuring that Medicaid resources support legitimate, accountable care—and that fraud, waste, abuse, and other meaningful risks are identified and addressed.

At the invitation of New Jersey Department of Human Services Commissioner Dr. Stephen Cha, HCHANJ convened a working group of home care providers to bring frontline experience to this important conversation and identify practical opportunities to strengthen program integrity.

The resulting recommendations focus on five areas: better alignment of accountability across service-delivery models; clearer worker screening and qualification standards; stronger statewide worker identification and data visibility; more consistent, risk-based auditing and monitoring; and improved reporting, investigations, and coordination among oversight entities.

Just as importantly, our recommendations recognize that effective oversight should distinguish intentional misconduct from correctable administrative errors, preserve due process, and protect access to essential home- and community-based services.

Thank you to Commissioner Cha and NJ Department of Human Services for inviting the provider community into this discussion—and to the HCHANJ members who contributed their experience and perspective to this work.

We look forward to continued collaboration toward a Medicaid HCBS system that is accountable and transparent, supports responsible providers, and protects the individuals and families who depend on care at home.
