Cortland County Community Action Program CAPCO is Cortland County's dedicated Community Action Agency with select services in Chenango & Tompkins counties!

Cortland County Community Action Program, Inc. (CAPCO) is the federally-designated ๐‚๐จ๐ฆ๐ฆ๐ฎ๐ง๐ข๐ญ๐ฒ ๐€๐œ๐ญ๐ข๐จ๐ง ๐€๐ ๐ž๐ง๐œ๐ฒ serving all of Cortland County with select program offerings in neighboring Chenango & Tompkins counties. Our main program offerings include: Early Childhood Development (Head Start, Early Head Start & Universal Pre-K), WIC, Energy Services/Weatherization, Family Development, Adult Education,

Emergency Assistance, Healthy Families, Volunteer Transportation, and Consumer-Directed In-Home Services. All services are provided within Cortland County with weatherization services also offered in Tompkins County as well as our operation of the Chenango County WIC Clinic in Norwich, NY.
