World Education, a JSI initiative, has signed a five-year partnership agreement with Côte d'Ivoire’s Ministry of National Education, Literacy, and Technical Education (MENAET) to support public School Management Committees (COGES) nationwide.

Having supported over 100 COGES across Côte d’Ivoire for more than ten years, World Education continues to work alongside MENAET to strengthen school governance, train local education leaders, and provide essential learning equipment in target cocoa-growing communities under Mondelez International’s Cocoa Life initiative. In Mozambique’s Niassa Province, JSI's World Education initiative is working alongside the Ministry of Education and Culture to support teachers and school directors through the Embassy of Ireland-funded Empowering Educators project.

In some remote schools, a single educator may be responsible for teaching multiple grades while also managing school administration. Continuous professional development (CPD) supported by the project provides critical tools for classroom management, positive discipline, fair treatment of girls and boys, and welcoming school planning. By combining CPD training with proactive community outreach, local school leaders have expanded enrollment from 150 to 249 students and improved regular attendance.

While CPD cannot replace the need for additional teachers and improved infrastructure, ongoing training and supervision equip local educators with practical skills to keep children learning. Read the full story: https://www.jsi.org/insights/remote-school-niassa-mozambique-empowering-educators/

The U.S. Department of Education’s Dual Enrollment for Adult Learners (DEAL) project is excited to announce the release of A Toolkit to Support the Use of Ability to Benefit in America’s Colleges.

The Toolkit was developed to
- help increase understanding of Ability to Benefit (ATB)
- support implementation at the state and institutional levels
- provide practical resources for expanding access to postsecondary education and training for adult learners.

ATB enables eligible adult learners who do not yet have a high school diploma or equivalent to access federal student aid through one of three eligibility options.

To celebrate the Toolkit's release, the DEAL team will host a webinar, Expanding Postsecondary Pathways for Adult Learners: Launching the Ability to Benefit Toolkit, on October 6, 2026, at 2:00 p.m. ET. The webinar will introduce the Toolkit, highlight key resources, and feature lessons learned from states and colleges that participated in DEAL technical assistance activities.

Attendees will gain insights into implementation approaches, cross-agency collaboration, and strategies for supporting adult learners through ATB.

Nearly two million college-educated professionals who earned their degrees outside the U.S. face underemployment due to credential restrictions, limited local networks, language barriers, and unfamiliar workforce systems. Adult education can change that.

In a new publication, World Education’s Dani Scherer, alongside Jessie Stadd (RTI International) and Blaire Willson Toso, outlines five ways that adult education programs can support Internationally Trained Professionals (ITPs) in accessing quality career opportunities:

- Enhanced Career Advising: Provide sector-specific navigation and sustained case management.
- Contextualized English Instruction: Focus ELA classes on industry terminology and U.S. workplace norms.
- ITP-Specific Cohorts: Build peer environments where professionals can rebuild networks and identities.
- Credential Evaluation Guidance: Help learners navigate evaluations, translations, and available funding.
- Employer Partnerships & Social Capital: Connect ITPs directly to regional employers through mentorships and Integrated Education and Training (IET).

Adult education can build out these approaches to support all learners, especially those with degrees, credentials and professional experience from their prior countries.

Call for Papers! The CREATE Adult Skills Network invites researchers, practitioners, and policymakers to submit manuscripts for an upcoming special issue of Adult Literacy Education Research Journal led by guest editors Stephanie Cronen (AIR) and Jen Vanek (World Education/JSI).

The special issue will include research that explores how technology supports adult learning and advances practice, policy, and systems change.
