In partnership with the Ministry of Defence and FALINTIL-Defence Force of Timor-Leste, UN Women conducted two cohorts of capacity-building sessions on the National Action Plan 1325 on Women, Peace and Security (WPS). These learning sessions that convened important stakeholders held in Hera and Baucau, aimed to strengthen the capacity of defense institutions in promoting gender-responsive approaches to addressing emerging and evolving security challenges such as climate-related disasters and cybersecurity threats.

This initiative is part of UN Women’s regional programme “Securing Peace, Advancing Equality: Women, Peace and Security in the Indo-Pacific”, supported by the Government of Canada through the Military Training Cooperation Program.

Held for two months across Dili, Hera, and Baucau, the workshop series engaged 146 defence personnel (82 women and 64 men) from the Ministry of Defence and F-FDTL. The sessions focused on advancing inclusive, people-centered, and gender-transformative responses to strengthen peace, resilience, and security for all.

These learning sessions highlighted the vital role of the WPS agenda in strengthening peacekeeping effectiveness, promoting women's participation in disaster preparedness and response, and improving coordination between military and civilian actors to address emerging security challenges.

In collaboration with the Ministry of Interior, the Secretariat of State for Equality, and NGO Foundation Hadomi Timor as facilitators in both workshops, the programme further promoted inclusive civil–military engagement, reinforcing joint efforts to protect and empower women and girls in Timor-Leste.

On 16–21 March 2026, UN Women, in partnership with Timor Aid, supported Timorese women weavers from Rede Soru Na’in through a Tais weaving product design and diversification workshop, bringing together participants from all 13 municipalities and RAEOA.

This training placed a strong emphasis on the younger generation of women weavers, creating a space that promotes sustainable livelihoods while strengthening women’s economic empowerment through the preservation and evolution of traditional weaving knowledge and skills. Through meaningful inter-generational exchange, experienced artisans shared their techniques, creativity, and cultural heritage with young women, ensuring that the knowledge of Tais weaving continues to thrive for future generations.

Participants enhanced their skills in:

🎨 Strengthening design, innovation, and creativity
💼 Exploring new and sustainable economic opportunities

Beyond skills development, this initiative is about unlocking opportunities for women’s economic empowerment, enabling women, especially young women, to build skills, generate income, strengthen resilience, and take an active role in shaping their communities and futures.

By investing in young women and promoting collaboration across generations, we are preserving Timor-Leste’s cultural heritage, and creating pathways for inclusive growth, sustainability, and long-term economic resilience.

In partnership with the Ministry of Defence and FALINTIL-Defence Force of Timor-Leste, UN Women launched a series of cross-departmental capacity building workshops in Timor-Leste seeking to strengthen institutional commitment and capacity in integrating gender perspectives into defence planning, operations, and leadership development in line with the National Action Plan 1325 on Women, Peace and Security (NAP 1325) 2024–2028.

The workshop series is supported by UN Women’s regional project, “Securing Peace, Advancing Equality: Women, Peace and Security in the Indo-Pacific”, with generous support of the Government of Canada through the Military Training Cooperation Program.

The first workshop on 30-31 March 2026 aimed to explore emerging security challenges in Timor-Leste, including climate-induced disasters, cybersecurity risks, and transnational threats through a Women, Peace and Security lens, while promoting inclusive civil–military engagement with relevant line ministries and civil society partners to strengthen protection of women and girls.

📍The “Skills Training for Economic Participation – Empowering Youth Through Gender-Responsive Interventions (STEP)” Project Closing Ceremonies in Oé-Cusse and Lautem brought together Ministry of Education, INFORDEPE, community members, teachers, students, and partners from private sector to celebrate achievements, share lessons learned, and recognize the contributions that have supported the project along the way.

Aligned with the commemoration of International Women’s Day, the events highlighted STEP’s commitment to gender equality and women’s economic empowerment, recognizing the achievements, resilience, and leadership of rural young women participants who have strengthened their skills and livelihood opportunities through the project.

Implemented in Dili, Lautem, and Oé-Cusse, the STEP Project has contributed to strengthening pathways for rural young women to access entrepreneurship skills, economic opportunities, promoting women's economic empowerment.

We extend our sincere appreciation to the Ministry of Education, INFORDEPE, teachers, students, and private sector partners for their collaboration and strong commitment to empowering young women in Timor-Leste.

📍Ministry of Education, in partnership with UN Women, participated in the “Learning for the Future: ASEAN-UK SAGE Evidence and Insights Forum” held on 2–3 March 2026 in Jakarta, Indonesia.

During the Forum, a joint presentation showcased results from UN Women’s and Ministry of Education's pilot project “Skills Training for Economic Participation – Empowering Youth Through Gender-Responsive Interventions (STEP)”, highlighting impact stories from rural young women and emerging good practices from the project. The panel dialogue promoted regional knowledge exchange and peer learning to strengthen inclusive education systems and address gender-based inequalities affecting girls and marginalized groups, including those facing compounded barriers linked to poverty, disability, and harmful social norms.

The Forum convened 120 participants, including representatives from Ministries of Education, policy leaders, technical experts, and partners from across ASEAN Member States, to share evidence and insights to strengthen foundational learning systems, support out-of-school children and youth, and advance inclusive education across Southeast Asia.

UN Women extends sincere appreciation to the Ministry of Education and INFORDEPE for their steadfast commitment to promoting skills development and economic participation for rural women and youth in Timor-Leste.

UN Women and the Secretariat of State for Equality Secretaria de Estado da Igualdade-SEI co-hosted an International Women’s Day Dialogue (5 March 2026, Dili) under the global theme “Rights. Justice. Action. For ALL Women and Girls.”

The dialogue called for strengthened collective action to address structural barriers to equal justice, including discriminatory laws, gaps in legal protection, and harmful practices and social norms that undermine and violate the rights of women and girls.
The event provided a platform for inclusive dialogue and reflection on progress, challenges, and lessons learned in the implementation of the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) in Timor-Leste. Discussions also highlighted survivor-centred and rights-based priorities in the ongoing amendment of the Law Against Domestic Violence, reinforcing the importance of strengthening women's access to justice, protection mechanisms, and accountability.

We were honoured to welcome distinguished members of the National Parliament, H.E. Maria ‘Gorumali’ Barreto, President of the Commission F, H.E Luis Ximenes Caldeira, Vice President of the Commission F, H.E. Nurima Ribeiro Alkatiri, member of the Commission F, H.E. On 9 March 2026, Her Excellency Ms. Elvina Sousa Carvalho, Secretary of State for Equality, shared Timor-Leste’s experiences and good practices in strengthening sustainable financing for gender equality during the Side Event: “G77 and Emerging Partners – 2nd Ministerial Roundtable: Pathways for Accelerating Sustainable Financing for Gender Equality for All Women and Girls.”

Held at the UN Headquarters, the event was co-hosted by the Governments of Timor-Leste, Brazil, Kazakhstan, Maldives, Uruguay, and UN Women, bringing together leaders and partners to share experience on advancing sustainable financing mechanisms to accelerate progress toward gender equality.

Building on the momentum of the Commemoration of the 30th Anniversary of the Beijing Platform for Action and the outcomes of the Fourth International Conference on Financing for Development (FfD4) in Seville, CSW70 provides a key accountability platform for member states to demonstrate progress in implementing commitments to scale sustainable finance, strengthen national financial systems and align capital flows with sustainable development and gender equality objectives.

Building on the success of the first G77 Ministerial Roundtable held during CSW69, this year’s Roundtable focused on advancing practical, system-level pathways to operationalize the commitments through gender-responsive sustainable finance.
