🔎Term of the Week: Phytosanitary Capacity Evaluation (PCE)

How can countries identify what is working well in their phytosanitary systems, and where improvements are needed?

The Phytosanitary Capacity Evaluation (PCE) is an International Plant Protection Convention - IPPC-developed, participatory tool that helps countries evaluate their phytosanitary capacities, including their legal frameworks, institutions and technical systems.

By identifying strengths and gaps, the PCE supports countries in developing stronger and more sustainable phytosanitary systems, contributing to food security, biodiversity protection and safe trade.

📌Happening this week in Lima, Peru: the 2026 IPPC Regional Workshop for the Latin America region.

Recognizing the importance of collaboration in developing international phytosanitary standards that protect agriculture, plant health and promote safe trade of plants and plant products, phytosanitary experts and stakeholders are coming together to:

✅Discuss regional priorities and comment on draft international standards for phytosanitary measures (ISPMs)
✅ Exchange experiences and share knowledge on developing and implementing ISPMs
✅ Engage in practical exercises on exchanging official phytosanitary information as part of National Reporting Obligations
✅Discuss strengthening phytosanitary risk prevention and management systems, plant health surveillance, risk analysis and traceability

📖 Term of the Week: Sterile Insect Technique (SIT)

A pest control method involving the release of sterile insects over a wide area, to reduce reproduction in wild populations of the same species.

By limiting the ability of pests to reproduce, SIT can help:

✅ Reduce pest populations over time

✅ Protect crops and plant resources

✅ Support sustainable pest management

✅ Lower reliance on chemical pesticides

✅ Safeguard agricultural production and trade

🚨 IPPC Pest Alert! First detection of Lycorma delicatula (spotted lanternfly) in the Republic of Moldova.

Early warning systems, strong surveillance, timely reporting, rapid response and international cooperation are essential for protecting plant health and reducing pest spread.

🌱 Help strengthen pest outbreak preparedness!

The International Plant Protection Convention - IPPC Secretariat is calling for technical resources and surveillance datasets to support the development of the Pest Outbreak Alert and Response System (POARS).

NPPOs, RPPOs, research institutions, diagnostic laboratories, extension services and other partners are invited to contribute data, tools and experiences that can help improve early warning, surveillance and response to emerging pests.

📊 Contributions can include technical resources, tools, guidance, methodologies, case studies, operational experiences, and pest surveillance and occurrence datasets to support the development and testing of POARS.

The IPPC community mourns the passing of Ralf Lopian, a respected leader, visionary, tireless plant health champion and friend of the International Plant Protection Convention - IPPC. We recognize his significant contributions in:

✅Steering the IPPC community as Chairperson of the Interim Commission on Phytosanitary Measures (ICPM) and later Vice-Chairperson of the CPM for several terms

✅Championing the International Year of Plant Health, giving rise to the International Day of Plant Health

✅Developing the IPPC Strategic Framework 2020-2030

✅Shaping the global plant health agenda and strengthening international cooperation

He leaves a lasting legacy that will continue to inspire the global plant health community for generations to come.

Our deepest condolences go to his family, friends and colleagues.
