Pacific Youth Council Board Executive Ms. Jean Nootai participated in the PYEEEP Regional Advisory Group (RAG) meeting in Nadi on 26 August 2026, as part of the Pacific Youth Council’s membership on the RAG.

PYEEEP, currently implemented in Solomon Islands and Tonga, has demonstrated the value of connecting young people to skills, work readiness, internships and pathways into employment and economic participation. The programme has been supported by the Government of New Zealand through the New Zealand Ministry of Foreign Affairs and Trade, with important scoping, investment and learning contributing to its development.

🔴For PYC, the bigger question now is 𝘸𝘩𝘢𝘵 𝘩𝘢𝘱𝘱𝘦𝘯𝘴 𝘣𝘦𝘺𝘰𝘯𝘥 𝘵𝘩𝘦 𝘤𝘶𝘳𝘳𝘦𝘯𝘵 𝘧𝘶𝘯𝘥𝘪𝘯𝘨 𝘤𝘺𝘤𝘭𝘦? This was part of Jean's interventions at the meeting.

🟪The project directly advances 𝐏𝐘𝐃𝐅𝐈𝐈 𝐏𝐫𝐢𝐨𝐫𝐢𝐭𝐲 𝐀𝐫𝐞𝐚 𝟏: 𝐄𝐝𝐮𝐜𝐚𝐭𝐢𝐨𝐧, 𝐄𝐦𝐩𝐥𝐨𝐲𝐦𝐞𝐧𝐭 𝐚𝐧𝐝 𝐄𝐜𝐨𝐧𝐨𝐦𝐢𝐜 𝐏𝐚𝐭𝐡𝐰𝐚𝐲𝐬.

The investment may start with our partners: but the future of Pacific youth must be owned, sustained and driven by the Pacific 🙏🏾

The Pacific Youth Council warmly congratulates the Vanuatu National Youth Council (VNYC) on the successful election of its new Executive Council after nine years.

🎉 Congratulations VNYC President 𝗡𝗼𝗿𝗺𝗮𝗻 𝗞𝗮𝗹𝗼𝘁𝗶𝘁𝗶, Vice President 𝗡𝗮𝗱𝗶𝗮 𝗥𝘂𝗯𝗲𝗻, Secretary 𝗪𝗶𝗹𝘀𝗼𝗻 𝗟𝗼𝘃𝗼, Treasurer 𝗔𝘂𝗴𝘂𝘀𝘁𝗶𝗻𝗲 𝗬𝗮𝗹𝗼𝘂, and Executive Members 𝗘𝘃𝗲𝗹𝘆𝗻 𝗕𝗶𝗹𝗮, 𝗙𝗶𝗿𝗺𝗶𝗻 𝗧𝗶𝗻𝗼𝗲, 𝗝𝗼𝗲 𝗢𝗯𝗲𝗱 and 𝗝𝗲𝗳𝗳 𝗤𝘂𝗼𝘁𝘃𝗲𝗴𝗲𝗴. We wish the new leadership every success as they carry forward the aspirations and priorities of young people across Vanuatu.

👏🏽 We also acknowledge the 𝗩𝗡𝗬𝗖 𝗦𝗲𝗰𝗿𝗲𝘁𝗮𝗿𝗶𝗮𝘁 for its commitment and hard work in supporting the transition and facilitating the election process, particularly given the institutional, administrative and resourcing constraints experienced over the past nine years.

This milestone reinforces an important principle that remains central to our work:

🫱🏼‍🫲🏾Governments have a critical role to play in making this possible. Their role is not to speak for youths, but to create the enabling environment, provide sustainable support and resources, and strengthen the systems that allow young people and their representative structures to lead, participate and influence decisions that affect their lives and futures. Tankiu tumas Department of Youth and Sports Development, Vanuatu and Vanuatu National Youth Authority for enabling the infrastructure to support this change within the VNYC leadership structure.

📍As we prepare to take the PYDFII forward to the Youth Ministerial later this year, and as we work to circulate resource mobilisation plans to support our National Youth Councils, this principle remains fundamental.

At the same time, we must recognise that youth development is not the responsibility of NYCs or youth clubs alone.

𝙔𝙤𝙪𝙩𝙝 𝙙𝙚𝙫𝙚𝙡𝙤𝙥𝙢𝙚𝙣𝙩 𝙧𝙚𝙦𝙪𝙞𝙧𝙚𝙨 𝙖 𝙬𝙝𝙤𝙡𝙚-𝙤𝙛-𝙨𝙤𝙘𝙞𝙚𝙩𝙮 𝙖𝙥𝙥𝙧𝙤𝙖𝙘𝙝🙏🏾

Governments, communities, civil society, development partners, the private sector, families, schools, traditional and faith-based institutions and young people themselves: all have a role to play in creating societies where young people can thrive, lead and contribute.

📍The renewal of VNYC leadership is therefore more than an organisational milestone. It is an opportunity to strengthen youth ownership, youth leadership and meaningful youth participation in Vanuatu’s development.

🌊 𝗙𝗿𝗼𝗺 𝗢𝘂𝗿 𝗜𝘀𝗹𝗮𝗻𝗱𝘀 𝘁𝗼 𝘁𝗵𝗲 𝗪𝗼𝗿𝗹𝗱🌺

At the recently concluded RCOY Oceania 2026, young people from across our region including Pacific diaspora from Australia & New Zealand came together in Suva and online to shape a collective regional youth voice for climate action.

The 𝐑𝐂𝐎𝐘 𝐎𝐜𝐞𝐚𝐧𝐢𝐚 𝟐𝟎𝟐𝟔 𝐒𝐭𝐚𝐭𝐞𝐦𝐞𝐧𝐭 is not just a COP31 document. It is a comprehensive statement of our youth climate priorities, goals and ambitions - designed to complement and strengthen the work already happening across our communities and region.

We want to be clear: 𝘗𝘢𝘤𝘪𝘧𝘪𝘤 𝘠𝘰𝘶𝘵𝘩 𝘢𝘳𝘦 𝘢𝘭𝘳𝘦𝘢𝘥𝘺 𝘥𝘰𝘪𝘯𝘨 𝘵𝘩𝘦 𝘸𝘰𝘳𝘬.

🌱Across our islands, young people are leading local solutions on adaptation, mitigation, food and water security, ocean protection and resilience: 𝐨𝐟𝐭𝐞𝐧 𝐮𝐧𝐟𝐮𝐧𝐝𝐞𝐝 𝐚𝐧𝐝 𝐮𝐧𝐝𝐞𝐫-𝐫𝐞𝐬𝐨𝐮𝐫𝐜𝐞𝐝, 𝐛𝐮𝐭 𝐬𝐭𝐢𝐥𝐥 𝐩𝐮𝐬𝐡𝐢𝐧𝐠 𝐨𝐧.

😇Not all of us will be at Turkiyecop31 and that is okay. Our climate leadership does not begin or end with a COP badge. We are living and breathing this work in our communities.

🟥Our 𝗥𝗘𝗗 lines remain clear:

🔥 1.5°C is a survival threshold.
💰 Climate finance must be accessible, predictable and just.
🌊 Our ocean must be central to climate action.
🗣️ Youth participation must mean meaningful influence.
🌱 Solutions must be locally led and culturally grounded.
⚖️ Climate action must advance justice and intergenerational equity.

🫱🏼‍🫲🏾Deep appreciation to the Alliance of Small Island States for funding the participation of our two Micronesian Fellows 🇵🇼🇫🇲 who joined us in person from NYC, building on the participation of the two Melanesian Fellows 🇫🇯 🇻🇺 that had joined us in July for our Pre-COP31 Pacific Youth Talanoa. They provided context on important policy text and clarification on placeholders.

👨‍💻👩‍💻The eager Drafting Team are now working to circulate the Final Statement by the end of this week, while our team on the ground in Palau for will be socialising it with key government and development partners.

This is another step in building a stronger, more connected 𝗣𝗮𝗰𝗶𝗳𝗶𝗰 𝗬𝗼𝘂𝘁𝗵 𝗖𝗹𝗶𝗺𝗮𝘁𝗲 𝗡𝗲𝘁𝘄𝗼𝗿𝗸 that is anchored on the youth engagement principles of the Pacific Youth Development Framework II.

🤟🏽Some of us will be in Türkiye. Many of us won't. But all of us will have a place in this work❤️

At the Pacific HIV Symposium in Nadi, held on 18 August 2026, Ms Olive Mafi Board Executive of the Pacific Youth Council (PYC) joined the panel discussion, “𝘗𝘢𝘤𝘪𝘧𝘪𝘤 𝘙𝘦𝘴𝘪𝘭𝘪𝘦𝘯𝘤𝘦: 𝘛𝘩𝘦 𝘙𝘰𝘭𝘦 𝘰𝘧 𝘊𝘶𝘭𝘵𝘶𝘳𝘦 𝘪𝘯 𝘏𝘐𝘝 𝘙𝘦𝘴𝘱𝘰𝘯𝘴𝘦𝘴.”

Olive spoke to the need to see culture not as an obstacle to HIV responses, but as infrastructure..... a powerful foundation for prevention, testing, treatment, care and community resilience.

For the Pacific, our strength lies in our social cohesion, reciprocity and collective responsibility. These relationships can be powerful tools in reaching communities and mobilising young people - including through youth networks that can support peer-to-peer engagement and encourage testing.

But our closeness can also present challenges. A walk to an HIV testing service is not always an anonymous act in a Pacific community; it can be a public one. 𝘛𝘩𝘦 𝘴𝘢𝘮𝘦 𝘴𝘰𝘤𝘪𝘢𝘭 𝘴𝘺𝘴𝘵𝘦𝘮𝘴 𝘵𝘩𝘢𝘵 𝘤𝘢𝘯 𝘤𝘳𝘦𝘢𝘵𝘦 𝘧𝘦𝘢𝘳, 𝘴𝘩𝘢𝘮𝘦 𝘢𝘯𝘥 𝘴𝘪𝘭𝘦𝘯𝘤𝘦 𝘤𝘢𝘯 𝘢𝘭𝘴𝘰 𝘣𝘦𝘤𝘰𝘮𝘦 𝘵𝘩𝘦 𝘴𝘺𝘴𝘵𝘦𝘮𝘴 𝘵𝘩𝘢𝘵 𝘩𝘦𝘭𝘱 𝘶𝘴 𝘮𝘰𝘷𝘦 𝘧𝘰𝘳𝘸𝘢𝘳𝘥.

🎯This is why we need to fund the talanoa, institutionalise the meaningful participation of traditional and faith leaders, and ensure young people are part of decision-making at every level.

📍Most importantly, young people must have spaces to come together and define what culture means to them.

Our uniqueness is not simply that stigma exists. Our strength is in our relational spaces, reciprocity and collective responsibility. We must leverage these strengths to build HIV responses that are culturally grounded, youth-led, community-owned and resilient.

𝐈𝐧𝐭𝐞𝐫𝐧𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐘𝐨𝐮𝐭𝐡 𝐃𝐚𝐲 𝟐𝟎𝟐𝟔🌺

This week, we joined young people around the world in celebrating International Youth Day, under the theme “𝗗𝗶𝗳𝗳𝗲𝗿𝗲𝗻𝘁 𝗖𝗼𝗻𝘁𝗲𝘅𝘁𝘀, 𝗖𝗼𝗺𝗺𝗼𝗻 𝗔𝘀𝗽𝗶𝗿𝗮𝘁𝗶𝗼𝗻𝘀.”

Across the Pacific, our communities and experiences may be different, but many of our hopes are the same; opportunities, a voice, and a better future for ourselves, our families and our communities.

Every day, our youths are already leading, in our communities, businesses, culture, environment and beyond.

Let's continue to encourage young people to keep stepping forward, supporting one another and using our voices, skills and ideas to make a difference starting right where we are.

𝗣𝗮𝗰𝗶𝗳𝗶𝗰 𝗛𝗲𝗮𝗱𝘀 𝗼𝗳 𝗬𝗼𝘂𝘁𝗵 𝗠𝗶𝗻𝗶𝘀𝘁𝗿𝗶𝗲𝘀 𝗠𝗲𝗲𝘁𝗶𝗻𝗴

From 29-31 August 2026, Heads of Youth Ministries and National Youth Delegates from 20 Pacific Island Countries and Territories came together with one shared purpose: not simply to meet, but to reaffirm a collective commitment to Pacific young people.

✅️Together, they endorsed the Pacific Youth Development Framework II (PYDF II) 2027- 2036.

🔏This is the Pacific's blueprint for the next decade of youth development - 𝐝𝐞𝐬𝐢𝐠𝐧𝐞𝐝 𝐛𝐲 𝐲𝐨𝐮𝐭𝐡, 𝐟𝐨𝐫 𝐲𝐨𝐮𝐭𝐡. It affirms that young people are not beneficiaries of development, but its architects, and calls for intentional investment, meaningful partnerships, and sustainable resourcing to enable youth-led change across our region.

👏🏽 The Pacific Youth Council extends its sincere appreciation to the Government of Samoa through the Ministry of Family and Social Affairs, for hosting and co-chairing this meeting alongside us, and for its leadership as host of the 𝟱𝘁𝗵 𝗣𝗮𝗰𝗶𝗳𝗶𝗰 𝗠𝗶𝗻𝗶𝘀𝘁𝗲𝗿𝘀 𝗼𝗳 𝗬𝗼𝘂𝘁𝗵 𝗠𝗲𝗲𝘁𝗶𝗻𝗴 𝗶𝗻 𝗗𝗲𝗰𝗲𝗺𝗯𝗲𝗿.

🎼We also thank the Fiji Government, through the Ministry of Youth and Sports, for gifting the PYDF its official anthem. Beautifully performed by the Fiji National Youth Band, it brings to life our theme, "Toe Timata le Upega" (Cast the Net Anew).

🔥Inspired by this Samoan proverb that has guided our revival since 2024, we celebrate how far we've come - and look ahead with renewed purpose.

🎯The outcomes of this meeting, including strengthened governance arrangements for the PYDF, will now advance to the 5th Pacific Ministers of Youth Meeting. At the same time, the Pacific Youth Council will launch its foundational governance documents and Strategic Plan, further strengthening the institution Pacific young people have worked tirelessly to rebuild.

🎯The future of our Blue Pacific belongs to its youth: not as spectators, but as architects, decision-makers, and leaders.

This week marked another important milestone in the Series. We were honoured to welcome Turkiyecop31 𝗣𝗿𝗲𝘀𝗶𝗱𝗲𝗻𝗰𝘆 𝗬𝗼𝘂𝘁𝗵 𝗖𝗹𝗶𝗺𝗮𝘁𝗲 𝗖𝗵𝗮𝗺𝗽𝗶𝗼𝗻, 𝗠𝘀 𝗦𝗮𝗹𝗹𝘆 𝗛𝗶𝗴𝗴𝗶𝗻𝘀, who joined us in Suva to listen to the lived experiences, ideas and aspirations of Pacific youth. She reminded participants that she sees her role as a bridge: 𝘵𝘢𝘬𝘪𝘯𝘨 𝘗𝘢𝘤𝘪𝘧𝘪𝘤 𝘺𝘰𝘶𝘵𝘩 𝘷𝘰𝘪𝘤𝘦𝘴 𝘢𝘯𝘥 𝘴𝘵𝘰𝘳𝘪𝘦𝘴 𝘪𝘯𝘵𝘰 𝘵𝘩𝘦 𝘨𝘭𝘰𝘣𝘢𝘭 𝘤𝘭𝘪𝘮𝘢𝘵𝘦 𝘯𝘦𝘨𝘰𝘵𝘪𝘢𝘵𝘪𝘰𝘯𝘴 🎙🗣

The youths were also joined by Permanent Secretary for Fiji Ministry of Environment and Climate Change, Dr Michael, and Director of Climate Change, Ms Waqairamasi, who shared valuable insights into COP negotiations and engaged participants in a discussion on strengthening youth access, agency, and the translation of global climate action into community-led advocacy, adaptation, and mitigation efforts.

Following Talanoa 2, youths also participated in two focused dialogues convened by UNFPA Pacific and UNICEF Pacific, exploring the intersections of climate change with gender and sexual and reproductive health and rights (SRHR), and climate, health and justice🤏🏽

Pacific Youth Council representative Mr. Miracle J. Lang from the Republic of the Marshall Islands delivered his powerful 2 minute intervention during his first address at the SIDS Convening on 9 July 2026 as part of this year’s 𝐇𝐢𝐠𝐡-𝐋𝐞𝐯𝐞𝐥 𝐏𝐨𝐥𝐢𝐭𝐢𝐜𝐚𝐥 𝐅𝐨𝐫𝐮𝐦 𝐢𝐧 𝐍𝐞𝐰 𝐘𝐨𝐫𝐤.

Through our membership within the Major Group for Children and Youth we are able to get our voices from the Pacific reflected at this meeting.

The Republic of the Marshall Islands, Republic of Kiribati and Kingdom of Tonga are presenting their Voluntary National Reviews (VNR) at the UN HLPF. PYC through its National Youth Councils and Networks is happy to have contributed to the VNR Progress reports.

We are proud to see more intentional Pacific youth engagement on the global stage. 🌏💙
