GOVERNMENT’S PLAN TO BOOST LEVUKA’S ECONOMY

The Minister for Finance, Commerce and Business Development, Hon. Esrom Immanuel updated Parliament on the Coalition Government’s comprehensive plans to revitalise Levuka’s economy while protecting its UNESCO World Heritage status.

Key targeted actions include:
𝐇𝐞𝐫𝐢𝐭𝐚𝐠𝐞 𝐏𝐫𝐨𝐭𝐞𝐜𝐭𝐢𝐨𝐧
• Implementation of the Fiji World Heritage Act 2024
• Increased funding for the Levuka Management Plan
• JICA technical support including heritage carpentry training
• New Integrated Ovalau & Levuka World Heritage Tourism Initiative
• Development of a year-round events calendar
• Review of the Town Scheme Plan to balance development and preservation

𝐈𝐧𝐟𝐫𝐚𝐬𝐭𝐫𝐮𝐜𝐭𝐮𝐫𝐞 𝐔𝐩𝐠𝐫𝐚𝐝𝐞𝐬
• $3.1 million new Levuka Market
• Redevelopment of Nasau Park
• FRA road sealing and drainage works
• Over $35 million long-term water and wastewater investments under the Water Sector Strategy 2050
• Totogo Reservoir upgrades and improved raw water intake systems (WAF)

𝐄𝐜𝐨𝐧𝐨𝐦𝐢𝐜 𝐒𝐮𝐩𝐩𝐨𝐫𝐭
• Continued tax-free region incentives and duty concessions
• Strong backing for PAFCO, Levuka’s largest employer with 1,000+ workers, as it diversifies products and upgrades processing
• Plans for heritage business incentives, SME support, and consideration of Ovalau as a tax-free zone

• $1.4 million GCF–KOICA agrivoltaics project
• Dairy revival at St John’s College
• Establishment of a fruit nursery
• Farm access roads in Lovoni
• Distribution of kava and dalo seedlings to youth clusters

The Minister emphasised that Levuka’s future growth relies on preserving heritage, strengthening infrastructure, and empowering communities — ensuring it remains a culturally rich, economically vibrant, and resilient World Heritage town for generations to come.
