How do parliaments hold governments to account when resources are limited but expectations are high?

This question was at the heart of the Commonwealth Parliamentary Association Small Branches Conference in the Maldives, where CAAF was honoured to participate as a session facilitator. The conference brought together representatives from the Caribbean, the South Pacific, Europe, Africa, Australia, and South Asia and highlighted a shared reality: there is a strong need for accountable government that does not depend on large budgets or extensive machinery.

Comment les parlements peuvent-ils demander des comptes aux gouvernements lorsque les ressources sont limitées, mais que les attentes demeurent élevées ?

Cette question était au cœur de la Conférence des petites branches de l’Association Parlementaire du Commonwealth (Commonwealth Parliamentary Association), tenue aux Maldives, où la FCAR a eu l’honneur d’agir à titre d’animatrice de séance. La conférence a réuni des représentants des Caraïbes, du Pacifique Sud, de l’Europe, de l’Afrique, de l’Australie et de l’Asie du Sud. Elle a mis en lumière une réalité commune : il existe un besoin important de gouvernements responsables et imputables qui ne dépend pas nécessairement de budgets importants ni d’une vaste infrastructure administrative.

Le mandat unique du comité, les courbes d’apprentissage abruptes et les changements fréquents de composition font de la continuité un défi permanent. CAAF is delighted to be in Vientiane, delivering two weeks of training on performance auditing for the State Audit Organization (SAO) of Laos. The participants will be strengthening their skills in audit planning, evidence collection and analysis, and stakeholder engagement, so their audits can make a greater impact for the citizens of Laos.

Yesterday we were honoured to be joined by His Excellency Kent Vachon, Canadian Ambassador to Laos, and Mr. Bounleuth Thepvongsa, Vice President of the SAO, for the opening of the training. Their remarks set an inspiring tone for a productive two weeks of learning.

Another highlight of this training is the collaboration with two CAAF graduate Fellows from the State Audit Office of Vietnam (SAV), who are co-facilitating the courses. Ms. Nguyen Thi Ngoc Anh and Ms. Nguyen Mai Huong were part of a team at the SAV that partnered with CAAF to adapt and deliver several of our courses within their own office. CAAF is thrilled that they can now bring their expertise to Laos. Their presence is a powerful example of what this program is meant to achieve. When Fellows return as facilitators, and when audit offices support one another, that is real and sustainable impact – that is partnership in action.

This training is part of our 2025–2028 international program, funded by Global Affairs Canada. Through this program, we are working with nine national audit offices across the Indo-Pacific to strengthen their capacity and effectiveness. La FCAR est ravie d'être à Vientiane pour dispenser une formation de deux semaines sur l'audit de performance à la State Audit Organization (SAO) du Laos. Les participants et participantes renforceront leurs compétences en matière de planification d'audit, de collecte et d'analyse de preuves, et d'engagement des parties prenantes, afin que leurs audits aient un plus grand impact pour les citoyens du Laos.

Hier, nous avons eu l'honneur de voir Son Excellence Kent Vachon, ambassadeur du Canada au Laos, et M. Bounleuth Thepvongsa, vice-président de la SAO, nous rejoindre pour l'ouverture de la formation. Leurs allocutions ont donné le ton pour deux semaines d'apprentissage productives.

Un autre point fort de cette formation est la collaboration avec deux boursières diplômées de la FCAR de la State Audit Office of Vietnam (SAV), qui co-animent les cours. Mme Nguyen Thi Ngoc Anh et Mme Nguyen Mai Huong faisaient partie d'une équipe de la SAV qui s'est associée à la FCAR pour adapter et dispenser plusieurs de nos cours au sein de leur propre bureau. La FCAR se réjouit qu'elles puissent désormais mettre leur expertise au service du Laos. Leur présence illustre parfaitement les objectifs de ce programme. Lorsque les boursiers reviennent en tant qu'animateurs et que les bureaux d’audit se soutiennent les uns les autres, cela a un impact réel et durable : c'est le partenariat en action.

Our sincere thanks to the members of Canada's Public Accounts Committee who met with CAAF's international Fellows yesterday: John Williamson, MP, Jean Yip, Sébastien Lemire - Bloc Québécois, Député d’Abitibi-Témiscamingue, Gérard Deltell, Stephanie Kusie, Ron McKinnon, Kristina Tesser Derksen, and William Stevenson.

The Fellows visited Parliament Hill to meet with the Public Accounts Committee and observe Question Period. This visit offered valuable, first-hand insight into Canada’s parliamentary oversight practices.

As part of our program funded by Global Affairs Canada, the Fellows are in Canada to deepen their understanding of performance auditing, oversight, and accountability, and to develop the skills, knowledge, and experience needed to become leaders in their countries' supreme audit institutions.

Nous tenons à exprimer nos plus sincères remerciements aux membres du Comité des comptes publics du Canada qui ont rencontré hier les boursiers internationaux de la FCAR : John Williamson, MP, Jean Yip, Sébastien Lemire - Bloc Québécois, Député d’Abitibi-Témiscamingue, Gérard Deltell, Stephanie Kusie, Ron McKinnon, Kristina Tesser Derksen et William Stevenson.

Les boursiers se sont rendus sur la Colline du Parlement pour rencontrer le Comité des comptes publics et assister à la période de questions. Cette visite leur a permis d’acquérir une connaissance directe et précieuse des pratiques de surveillance parlementaire au Canada.

Dans le cadre de notre programme financé par Affaires mondiales Canada, les boursiers sont au Canada pour approfondir leur compréhension de l’audit de performance, de la surveillance et de la responsabilisation, et pour acquérir les compétences, les connaissances et l’expérience nécessaires afin de devenir des leaders au sein des institutions supérieures de contrôle de leur pays.
