Priced Out – an income test for Australia’s rental market

This report compares rents across Australia with a range of annual incomes. It provides a picture of how affordability changes across the income distribution and identifies the point at which households can reasonably expect to rent without experiencing housing stress. It finds that the private rental market is increasingly failing households across the income spectrum.

A quick look at the table shows a frightening reality for older Australians who are renting and receiving the full Aged Pension and with no other source of income. Renting in Australia is close to impossible. Even a worse situation for those receiving the Job Seeker allowance.

The report confirms the difficulty for all low income, low wealth households in Australia to sustain private rental housing significantly increasing the risk of homelessness. This includes 1 in 4 older Australians living in after housing poverty. The report also confirms that some areas that have historically had some low-cost rental are no longer affordable.

COTA Australia will continue to advocate to Government for more housing options for older people including more public and community housing.

On Monday 26 October, the Ombudsman released a damning report into the Integrated Assessment Tool, finding serious problems with its reliability and fairness that have left older Australians without the support they need.

“The Ombudsman's findings are deeply concerning, but unfortunately won't come as a surprise to the many older Australians who have experienced problems with the system,” Patricia Sparrow, CEO of COTA Australia said,

Ms Sparrow said the report also reinforced COTA's longstanding concerns about the independence of the complaints process. “It’s crucial that complaints about aged care assessments be handled by the independent Aged Care Complaints Commissioner, rather than the department responsible for the system."

These decisions determine whether older Australians get the care they need to live safely and independently in their own homes. It's crucial we get them right.
