Across South Africa, organizations working with persons with disabilities are doing essential work, expanding access, creating opportunities and helping build a society where everyone can participate with dignity.

STOP TREATING UNEMPLOYMENT AS A SKILLS GAP.
START BUILDING PATHWAYS TO INCOME.

South Africa doesn’t lack skills programmes. We lack the pathway from skills, opportunity to income.

Training alone isn’t enough.

People need access to markets, enterprise support, technology and real economic opportunities.

At Empire Partner Foundation (EPF), we’re focused on making that connection.

Through the Gauteng Department of Social Development’s Sustainable Livelihoods Programme, EPF supported 270 beneficiaries, including women and young people, with enterprise-development support designed to strengthen entrepreneurship, income generation and economic participation.

The result? People turning support into businesses, income and opportunity within their communities.

That’s the shift:

Don’t just count beneficiaries. Measure what they can do afterwards.

→ Skills that become capability.
→ Support that becomes businesses.
→ Businesses that create income.
→ Enterprises that strengthen local economies.

If Training Ends Without Opportunity, What Have We Solved?

South Africa does not have a shortage of training programmes. Yet youth unemployment remains one of our most persistent economic challenges.

Perhaps the problem is not only how much training we provide, but where we start. Too often, the model is simple: find young people, train them, certify them and then hope the labor market absorbs them.

What if we reversed that logic?

Start with the demand. Understand what employers and industries actually need. Build the required capability. Then create a structured pathway that takes young people from learning into the workplace. That turns skills development from a training intervention into an economic participation strategy.

At Empire Partner Foundation (EPF), this demand-led approach is already shaping our work. Through the Collective X Jobs Boost Programme, unemployed young people enrolled in foundational training to prepare for employment opportunities. In partnership with Business Process Enabling South Africa (BPESA), industry-aligned training has translated into 70+ employment placements, demonstrating how targeted skills development can create meaningful pathways into work.

These outcomes raise a bigger question for organizations investing in CSI, SED, ESG and youth development: Are we measuring how many people we train or how many people training moves closer to economic participation?

Completion is important. But completion is a metric. Opportunity is the outcome.

Africa's youth employment challenge will not be solved by producing more qualified jobseekers. It will be solved by building stronger bridges between market demand, capability and opportunity.

OPEN THE DOOR TO IMPACT.

South Africa’s water security depends on more than building and maintaining infrastructure. It depends on ensuring that decades of operational knowledge are retained, critical assets are managed intelligently, and the right information reaches the right people when decisions need to be made.

At the Rand Water Institute’s Zwartkopjes Pumping Station, Empire Partner Foundation supported the implementation of a GenAI Knowledge Twin pilot in collaboration with Rand Water and TeamSolve.

The solution brings together operational data, maintenance records, engineering expertise and artificial intelligence to strengthen institutional knowledge retention, predictive maintenance, asset management and data-driven decision-making.

But the technology is only part of the story.

This is what challenge-led implementation looks like: identifying a real operational challenge, bringing together the right expertise and technology, implementing a practical solution, and creating a pathway towards measurable outcomes.

South Africa’s Water Crisis Is Also a Knowledge Crisis.

When an experienced engineer leaves an organisation, they don't only leave a vacancy.

They can leave with decades of institutional knowledge.

Behind every pumping station is more than physical infrastructure. There are years of maintenance history, operational decisions, engineering expertise and lessons learned from keeping critical systems running.

The challenge? That knowledge can be scattered across people, documents and systems.

So perhaps the next frontier of smart infrastructure isn't simply generating more data.

In collaboration with TeamSolve and Rand Water, Empire Partner Foundation (EPF) supported the pilot implementation of a Gen-AI Knowledge Twin Platform at the Rand Water Institute's Zwartkopjes Pumping Station—bringing operational data, maintenance records, engineering expertise and AI together in one intelligent environment.
