Supporting Veterans means understanding how clinical and life circumstances interact.

PRA’s newly released conceptual model maps the full range of factors that shape Veteran mental health and well-being, organized into two categories:

✅ Biopsychosocial conditions
✅ Life circumstances

Policymakers, providers, behavioral health leaders, and supporters can use this framework to assess whether their programs reflect a holistic understanding of Veteran well-being.

Certified Community Behavioral Health Clinics (CCBHCs) are well-positioned to serve service members, Veterans, and their families (SMVF), and our behavioral health experts helped build a resource to strengthen that connection.

The newly released SAMHSA toolkit, “Engaging Service Members, Veterans, and Families: A Toolkit for Certified Community Behavioral Health Clinics,” equips CCBHCs with strategies to address the intersecting behavioral health needs of military-connected individuals across the full continuum of care.

Topics include identifying SMVF within service populations, understanding military and Veteran experiences, cultivating partnerships with Veteran-serving organizations, and reducing engagement barriers.

Did you know, Maine legislation is citing PRA’s research?

State Senator Rachel Talbot Ross introduced a bill to establish a task force to create a court navigation program. In her opening testimony, she pointed directly to our National Compendium of Court Navigation Programs to highlight the various structures of court navigation program.

The bill passed in March. The task force will now plan a program and implementation plan over the next year.

In November 2025, PRA President & CEO Sarah L. Desmarais, PhD, presented at the “Promoting Community Safety: The Role of Mental Health Theory and Practice” convening, hosted by the New York State Office of Mental Health and the NYC Department of Health and Mental Hygiene.

Dr. Desmarais presented “Targeting What Matters: Violence, Risk Factors, and Protective Factors in Mental Illness,” sharing PRA’s research on the role of dynamic risk and protective factors in clinical decision-making and evidence-based intervention strategies.

The first-of-its-kind event brought together peers, providers, and researchers working to advance recovery and safety for people with serious mental illness at elevated risk for aggressive behavior.

Supporting Veterans means understanding how clinical and life circumstances interact.

PRA’s newly released conceptual model maps the full range of factors that shape Veteran mental health and well-being, organized into two categories:

✅ Biopsychosocial conditions: Clinical and social factors with direct impact on well-being, including post-traumatic stress disorder, traumatic brain injury, moral injury, and substance use
✅ Life circumstances: Situational factors with indirect impact on well-being, including housing instability, criminal legal system involvement, isolation, and access to lethal means

Policymakers, providers, behavioral health leaders, and supporters can use this framework to assess whether their programs reflect a holistic understanding of Veteran well-being.

For the past 5 years, PRA has evaluated Mobile County, Alabama's assisted outpatient treatment (AOT) program. We have analyzed outcomes for over 500 individuals before, during, and after their court orders.

Our findings go beyond what prior AOT evaluations have examined. For the first time, the evidence includes data on police contacts and use-of-force incidents, a critical piece of the public safety conversation that has remained largely unmeasured in this field.
