The Idaho Department of Health and Welfare has awarded PRA a contract to provide SOAR training and technical assistance to human service providers across the state.

PRA will train providers to use the SOAR model to assist eligible people with completing SSI/SSDI applications. Ongoing resources, technical assistance, and follow-up support will help providers confidently submit high-quality disability benefit applications.

SOAR improves access to disability benefits for people experiencing or at risk of homelessness who have a qualifying disabling condition, creating pathways to financial stability and behavioral health services.

For 16 years, PRA operated the SSI/SSDI Outreach, Access, and Recovery (SOAR) Technical Assistance Center, training providers to complete high-quality, complete disability benefit applications. Trained providers connected more than 100,000 people to Social Security disability benefits.

Since the center closed, the need has only grown. Communities are navigating a maze of benefits and eligibility requirements without clear guidance.

In a new article, Vice President Kristin Lupfer, MSW, outlines the challenge and the solution PRA is building: Income+.

A 2011 study in Psychiatric Services examined approval rates for SSI/SSDI applications completed with SOAR assistance.

The findings? SOAR substantially increased access to Social Security disability benefits, resulting in approvals in 73 percent of the applications studied.

Since its publication, the PRA’s capacity-building efforts have brought the SOAR model to all 50 states and garnered federal recognition.

Sixteen years later, outcomes remain strong—with a national approval rate of 66 percent in fiscal year 2025.
