Tenant Step by Step Guide After Your CityFHEPS/FHEPS Approval Notice
NOAHousing — Supporting Your Move Into Safe, Affordable Housing
1) Your Housing Specialist/Caseworker must confirm that your HRA payments are fully set up, including:
• Security deposit
• First month’s rent
• Ongoing monthly payments
• Your voucher subsidy + HRA rental assistance, which must be paid directly to the landlord each month

2) Review Your Approval Notice Carefully
Your approval letter confirms that HRA has approved your landlord package and your subsidy is ready to move forward. The notice will list:
• Your approved rent amount
• Housing Subsidy Provider payment amount
• HRA Housing Assistance Rent Payment Amount (if you qualify for additional rent support)
• Your tenant household portion
• Utility payment amounts (if you qualify)

3) Documents Your Caseworker Must Send to the Landlord or Real Estate Agent. Your Caseworker/Housing Specialist should immediately email the landlord/agent the following:
• Housing Subsidy Voucher Approval Letter
• HRA Security Voucher Letter (W 147N) — signed and dated
• Checks Request Breakdown — shows exactly what HRA paid the landlord (know your info)
• If Caseworker checked this section in the landlord package: “If the Program Participant is moving into a new unit using CityFHEPS, I understand that I can also receive the following up front payments: 3 months of CityFHEPS Rental Assistance Supplement.” → This means the landlord receives 3–4 months of rental assistance advance payment upfront towards your rent.
• Tenant Household Share: HRA pays only 1 month of your portion. After that, you must pay your share on time every month
• You may see two rental assistance payments listed in your approval notice:
a) CityFHEPS Rent Supplement (HRA payment to landlord)
b) Cash Assistance Rental Housing Shelter Allowance (if eligible; if not, it will show $0)

4) Wait for Your Official Move In Authorization Date Your Housing Specialist/Caseworker will contact the landlord or agent to schedule:
• Checks for Keys Exchange Appointment- this may happen at the caseworker’s office or at your new residential building. You must be present at the time of key exchange or pick-up next day at your Caseworker/Housing Specialist office.
• Before keys can be released, the landlord must receive proof that Con Edison service is turned on under your name with the move in date as the start date.

5) Con Edison Transfer of Service
You must provide a screenshot or forwarded email to your Landlord or Real Estate Agent showing your ConEdison service connection.
• Service must be set to start on your move in date
• Set up service online: Con Edison Service Management https://www.coned.com/en/services-and-outages/service-management-page
• Or call 1 800 752 6633

6) Keep All Documents Organized for Your Records. Pick up an accordion file folder at your local 99¢ store — usually under $5. It’s a small investment that makes a big difference in keeping your apartment and personal documents neatly organized and easy to find.
Save copies of:
• Approval Notice
• Lease
• Lease Addendum
• Move In Authorization
• Any receipts or communications

Annual Recertification
To keep your home and avoid eviction, you must complete your HRA benefits and Housing Subsidy Voucher Annual Recertification every year so your benefits and housing subsidy stays active. This review keeps your rent portion accurate based on your current income and household details. You must also report any job loss or change in income immediately, as this can affect your rent portion and subsidy amount. If your landlord issues a rent increase, you must notify your Housing Subsidy Voucher Provider right away so your voucher can be adjusted; otherwise, you may be responsible for paying the full increase out of pocket. Missing your recertification or failing to report rent increases can create serious financial hardship. Staying proactive protects your housing stability and keeps your home secure.

Community Notice – Public Charge Rule Update (Effective Sept 19, 2026) NOAHousing is alerting all immigrant families in NYC shelters and affordable housing that the federal government plans to implement a new “public charge” rule on September 19, 2026. This rule may cause confusion, but NYC’s Mayor’s Office of Immigrant Affairs (MOIA) is strongly advising immigrants NOT to close their HRA Cash Assistance, SNAP, or Medicaid cases.

The Mayor’s Office warns that stopping your benefits can lead to food scarcity, loss of medical care, and harm to your family’s stability. NYC is currently challenging the rule in court, and the policy does not apply to all immigrants. The City emphasizes: “Do NOT stop using the public benefits or City services you need without speaking with a trusted legal provider.” (MOIA, August 2026)

NYC’s Mayor’s Office of Immigrant Affairs (MOIA)---SNAP remains safe for many families, and non citizen parents can still apply for SNAP for their U.S. citizen children. Medicaid and Cash Assistance continue to protect families from health and housing instability.
NOAHousing encourages all clients to stay enrolled in their benefits and contact MOIA’s free legal hotline at 1 800 354 0365 or call 311 and say “Immigration Legal” for confidential guidance. More info: https://www.nyc.gov/site/immigrants/legal-resources/public-charge-rule.page

🛑 What Immigrants Should NOT Do
• Do NOT close your HRA case.
• Do NOT stop SNAP for your household or your U.S. citizen children.
• Do NOT cancel Medicaid or avoid medical care.
• Do NOT make any immigration decisions based on fear or rumors.
Stopping benefits can cause food scarcity, health risks, and housing instability — especially for families in shelter or newly housed.

🛑 What Immigrants Should SHOULD Do
• Stay enrolled in all benefits you currently need.
• Get free legal advice before making ANY changes:
o MOIA Immigration Legal Support Hotline: 800 354 0365
o Or call 311 → say “Immigration Legal.”
• Continue using Access HRA for SNAP, Cash Assistance, and Medicaid.

NOAHousing will continue providing free housing support, HRA recertification assistance, and community education to ensure individuals & families remain stable and healthy during this policy change.

I’ve been seeing a lot of comments in different Facebook groups where people are putting others down. When commenting, let’s choose respect and empathy instead of judgment. We’re all interconnected — many of us dealing with limited knowledge, limited resources, and real housing affordability struggles. Sharing ideas can help a Facebook neighbor, not tear them apart.

NOAHousing doesn’t judge. We provide housing services, solutions, and resources to help individuals stay stable and avoid shelter re‑entry.

With my 30 years in Housing — especially as a former Section 8 Manager — I’ve seen a growing issue: many Housing Specialists and Caseworkers don’t fully explain voucher responsibilities. Clients aren’t told they must annually recertify their HRA benefits and subsidy, or that rent increases after recertification must be reported with a voucher modification form. When this isn’t done, tenants get stuck with the full increase and many lose their voucher and end up back in shelter.

This is why NOAHousing encourages clients to ask questions and learn their voucher program. Understanding your responsibilities is the first step to long‑term housing success.

Our Ready2Rent After‑Care Services keep clients informed, compliant, and housed — preventing voucher loss due to missing paperwork or agency miscommunication. We uplift, educate, and empower — never criticize.

If you need help with HRA or voucher recertification, complete our intake form listed in our Facebook bio and we’ll assist.
