Victim services are facing a critical moment — and communities need to understand what is at stake.

PCCD’s VOCA Toolkit explains how federal Victims of Crime Act (VOCA) funding reductions are affecting Pennsylvania’s victim service providers and the victims and survivors they serve.

VOCA funding helps support essential services across the Commonwealth, including advocacy, counseling, crisis intervention, emergency shelter, safe housing, hotlines, court accompaniment, and other supports that help victims find safety, stability, and a path forward after crime.

But the federal Crime Victims Fund has declined sharply, creating serious challenges for the local programs that victims and survivors rely on.

PCCD surveyed 127 victim service providers to better understand the impact of VOCA funding reductions. The findings show providers are facing increased staff burnout, hiring challenges, reduced capacity, and growing concern about their ability to fully meet victims’ needs.

The toolkit is a resource for advocates, service providers, local leaders, policymakers, and community partners working to protect victim services in Pennsylvania.

This Thursday (Oct. 15) is Purple Thursday, a day to wear purple in recognition of Domestic Violence Awareness Month and to show support for victims and survivors of domestic and dating violence.

Wearing purple may seem like a small gesture, but it can start important conversations, raise awareness, and remind survivors that they are not alone. It sends a message that our community stands with survivors and believes everyone deserves to live free from violence, fear, and abuse.

At Centre Safe, we put that support into action every day. Through advocacy, counseling, prevention education, and other supportive services, we walk alongside victims and survivors as they navigate their experiences and work toward safety, healing, and hope.

Whoever is designated as the primary account owner has significant access to and control over all member accounts on the plan; this often includes logs of all texts and calls sent and received, location-sharing capabilities, and the authority to pause or disconnect the phone line. Happy birthday to , the Victims of Crime Act! 🎉

Through the Crime Victims Fund (CVF), VOCA funds lifesaving services to over six million victims of crimes annually through almost 6,500 direct service organizations, including domestic violence shelters, r**e crisis centers, and child abuse treatment programs.

The CVF has experienced massive cuts in recent years, forcing programs to reduce services, lay off staff, and even close their doors to survivors in desperate need.

Domestic violence and dating violence can impact anyone—including college students. For some students, home may not feel safe. Violence doesn’t follow a schedule. Survivors don’t always need help during business hours. And when someone reaches out for support, Centre Safe needs to be there.
