Alaska made several positive policy advances during 2026. HB 13 became law and expanded the tools municipalities may use to provide property-tax incentives for long-term rentals, affordable housing, mobile-home development, and first-time homeownership. HB 184 also became law, providing the Alaska Industrial Development and Export Authority with explicit authority to finance qualifying workforce-housing projects. (www.buildersofalaska.com)

Workforce and employer mandates remain significant concerns for our industry. ASHBA supported HB 161 and SB 189 in the 34th Alaska Legislature, which would have provided small-business exemptions from Alaska's paid-sick-leave requirements, and opposed HB 224, which would have established a volunteer labor compliance officer program. ✅❌ www.buildersofalaska.com

? In late July, President Trump announced several new tariffs, including 50% duties on many Canadian goods scheduled to take effect Aug. 19. In a positive development, the U.S. Commerce Department has indicated it will lower combined antidumping and countervailing duties on Canadian softwood lumber imports from about 35% to 25% in mid-August.

The 21st Century ROAD to Housing Act includes nine provisions designed to strengthen small financial institutions by easing regulatory burdens, reducing funding costs, and encouraging the creation of new banks.

The housing law will help strengthen community banks, encourage new bank formation, and support more home building by lowering community bank funding costs by allowing more custodial and reciprocal deposits without classifying them as restricted brokered deposits.
