Greenwood Community Council The GCC is a public forum for the discussion of community concerns in the neighborhood of Greenwood, Seattle.

The Greenwood Community Council provides a forum to engage residents and businesses, opportunities to meet city and business leaders who affect Greenwood, and a place to find vision and agreement on mutual interests to improve the neighborhood and make it safe and affordable for all. The Greenwood Community Council meets monthly on the third Tuesday of each month. Meetings are from 7:00 to 8:30 at the Greenwood Public Library.

Greenwood is blessed with a strong local business community, but small businesses have been through a lot over the past several years. Chris Maykut works for the Phinney Neighborhood Association as the Small Business Advocate, and is a former Greenwood business owner himself. Chris and others have been working for several years to establish a business improvement association (BIA) that will help local businesses and commercial property owners promote the Phinney/Greenwood business district and help create a good business environment here to keep our businesses healthy.

Chris will provide an overview of the proposed BIA, discuss what challenges local small businesses are facing and answer any questions you have.

Also on the agenda
GCC has been maintained by an organizing committee as we try to get it back on a steady course since activities mostly went dark during the pandemic. The organizing committee proposed some general principles for revising GCC bylaws a year ago, and last month we sent out proposed revisions that we hope to discuss and during the last half hour of Tuesdayโ€™s meeting. If the bylaws are amended we would also open nominations for board members to be voted on at the May meeting.

Proposed changes would:
- Make slight edits to purpose statements
- Remove references to annual dues
- Restrict voting to people whoโ€™ve added themselves to the email list
- Elect board members who would choose officers among themselves
- Redefine officer roles to fit what actually needs to be done

What Issues Should the Community Council Focus on Going Forward

The community council is planning its program and determining priorities for the upcoming year. Over 100 of you have responded to a survey on the issues facing Greenwood youโ€™re most interested in or concerned about. Weโ€™ll present and discuss the results. You can still fill out the survey until midnight Sunday February 15 by clicking the attachment.

Also for the past year or more weโ€™ve been working to reconstitute the community council after a period of inactivity during the pandemic. We will pass out and discuss proposed bylaws changes to prepare for the March meeting where we will take a vote on final bylaws and elect a new board.

Tuesday is the Lunar New Year and the start of Ramadan; we know there are other competing events. If you canโ€™t make it, you can always weigh in by sending an email to us at [email protected]. We will be experimenting with equipment to record the meeting to see how best to allow people to watch the meeting online in the future.

Councilmember Cathy Moore (District 5) resigned her seat on the Seattle City Council, effective July 7, 2025.

The City Charter gives the City Council 20 calendar days to fill a vacant Council position. This 20-day period begins, July 8, the first day of the vacancy, and ends on, July 28.

From the date of the appointment, the newly appointed councilmember will serve until the 2026 General Election results are certified by King County Elections and the newly elected councilmember representing District 5 takes the oath of office.

Seattle Night Out 2025 is August 5th! Night Out is a national event promoted in Seattle by Seattle Police Department Crime Prevention. The spirit of night out is getting out and meeting new neighbors and creating community.

GCC spent two meetings late last year discussing proposed zoning changes affecting the neighborhood. The City Council began debating proposed legislation early this year, but then stopped as several appeals to the city's proposed comprehensive plan update were appealed. All of those appeals were denied, and the Council is again working to adopt the new zoning.

The legislation will be completed in stages. First, temporary โ€œinterimโ€ legislation was passed unanimously by the Council on May 27 to comply with state legislation requiring most cities to allow at least four housing units on any residential lot. The adopted legislation will be effective on June 30, 2025. In June the Council held a hearing on proposed permanent legislation for all residential lots, as well as the proposed upzones to expand urban centers and create new neighborhood centers. Information on the schedule for taking up and passing zoning regulations is available here, but the schedule has not been recently updated and details or proposed legislation are not yet available.
