Many independent shop owners see our legislative alerts but don’t fully realize what's happening behind closed doors, public hearings, or exactly how these bills threaten your daily livelihood.

Consumers deserve to know about these blatant financial conflicts of interest before their claim is directed.

👉 The Attack on Assignment of Benefits (AOB): These bills aggressively restrict or outright ban a consumer's right to execute a voluntary post-loss assignment[cite: 1, 3]. 🚨 NORTH CAROLINA SHOPS: HB 356 IS ACTIVE AND IT MUST BE AMENDED.

HB 356 is another NCOIL-style motor vehicle glass bill being promoted as consumer protection, but as written, it does not do enough to protect consumers or independent glass shops.

Instead, it places more restrictions on independent shops while leaving insurers, TPAs, networks, and affiliated claim-control systems with too much influence over the repair process.

The IGA has formally opposed HB 356 unless amended, and we have the back of this industry.

We are pushing to protect:

✅ Consumer choice
✅ Independent glass shops
✅ Fair payment rights
✅ Assignment of Benefits
✅ Anti-steering protections
✅ Transparency when TPAs and networks have conflicts of interest

📢 California SB 988: Staying silent is not an option — and it never was.

‼️ SB 988 is now getting attention in the industry press, and the Independent Glass Association is making sure the real concerns of independent auto glass shops are part of the public record.

⚠️ Some in the industry were told to “stay quiet and let the bill die.” The bill did not die. It passed the Senate because Safelite and its supporters never stopped pushing, and now SB 988 is moving through the Assembly.

💪 That is why IGA has continued to educate, advocate, and push back on a bill being sold as consumer protection while giving insurers, TPAs, networks, and large corporate glass interests more control over the claim and repair process.

📢 Illinois HB 4373 Stalled Because Independent Shops Refused to Stay Silent.

✅ HB 4373 has been stalled for this session, and let’s be clear: that did not happen because the bill suddenly became harmless. It happened because independent shops got loud, got organized, and refused to let a bad bill move quietly through Springfield.

🤲 The IGA is proud to recognize and thank Northwest Illinois Auto Glass & More for standing up, speaking out, and helping make sure lawmakers understood what this bill would really do to independent shops and consumer choice.

We also want to thank State Senator Julie Morrison for hearing the concerns of independent glass shops and for recognizing that this legislation needed serious changes before moving forward.

This fight exposed a hard truth: when bills are pushed under the banner of “consumer protection” but fail to address steering, claim interference, TPA conflicts, payment abuse, and the real issues shops face every day, independent businesses have no choice but to push back.

HB 4373 may be stalled for this session, but the IGA will remain vigilant. If this bill comes back, we will be ready. If similar language appears again, we will be there. If independent shops are threatened, we will fight.

The Independent Glass Association is developing IGA PrimeSource, a new buyers program built specifically for independent glass shops across the United States and Canada.

This program is being designed to help independent shops gain stronger buying power, better product access, improved supplier accountability, and meaningful service-level advantages beyond basic discounted pricing.

The IGA is aware of the widespread issues shops face every day, including damaged glass, poor-quality parts, availability gaps, difficult returns, weak account support, and inconsistent supplier service. PrimeSource is being built to help address those challenges while giving independent shops a stronger, more organized purchasing voice.

As we put the finishing touches on the program, we need feedback from shops to make sure IGA PrimeSource launches with the products, services, pricing, and support levels that matter most.

👉 SB 988 is now before the Assembly Judiciary Committee, and independent auto glass shops cannot afford to sit this one out.

Today, the Independent Glass Association pauses to honor the brave men and women who gave everything in service to our country.

Memorial Day is more than a long weekend. It is a reminder that freedom is never free, and that sacrifice must never be forgotten.

We also recognize and honor the independent auto glass shops who continue to sacrifice their time, resources, and support to stand with the IGA in the fight against the injustices facing our industry. Your commitment to protecting customer choice, fairness, and the future of independent glass businesses matters.

Today, we remember those who served, those who sacrificed, and those who continue to stand for something bigger than themselves.

⚠️ California shops: now is the time to act before SB 988 is assigned to an Assembly committee!

SB 988 has already passed the Senate and is now in the Assembly. That means the next phase of this fight has started, and we cannot wait until a committee hearing is announced to speak up.

The IGA has made it easy for California shops to submit opposition directly to the Assembly:

This is a preemptive campaign to make sure Assembly members know there is real industry opposition before the bill is assigned to committee and before the next hearing is scheduled.

The IGA has also created an educational video for Assembly members and staff explaining why SB 988 must be opposed or amended. That video is included in the opposition letter sent on behalf of each shop.

⚠️ Safelite Wins Round 1 - SB 988 Has Passed the California Senate

💪Now the Fight Moves to the Assembly

SB 988 has now passed the California Senate, and this fight is moving into its next critical phase: the California Assembly.

Safelite has a very strong hold on the narrative around this bill. That means independent shops cannot sit back, wait, or assume someone else is going to fix it. The Assembly needs to hear the truth about what SB 988 means for independent auto glass shops, consumers, fair payment, claim handling, recalibration, and steering.

The IGA will continue fighting to educate lawmakers, push for necessary amendments, and work to either fix this bill or have it voted out. But the IGA cannot do this alone.

California shops, and shops across the country watching this unfold, need to stand up now. If this language becomes law in California, it will not stop in California.

The IGA will be releasing next steps soon. In the meantime, there are two things shops can do immediately:

🚨 Illinois HB4373 Update: Still on 3rd Reading...Not Over Yet!

The fight isn’t over. Keep the pressure on.

HB4373 remains in 3rd Reading status in the Illinois Senate.

Today, when Senator Morrison was called, the bill was taken “out of the record.” In plain terms, that means the bill was reached or available on the floor calendar, but it was not moved forward for debate or a vote at that time.

That does not mean the bill is dead. It does not mean the fight is over. It means HB4373 can still be called for 3rd Reading at any time while the Senate remains in session.

The IGA continues to stay in direct contact with Senator Morrison’s office and the Senate at large to ensure one of two things happens:

The promised amendments are made to protect consumers and independent glass shops, or this bill is killed for the session.

Independent shops cannot afford to assume this is handled. Pressure still matters. Silence helps the bill move forward.
