Vote YES on A: Non-Primary Homes Act!
Measure A would issue a flat tax on residential units that have been empty for more than half of a year. While many San Diegan’s struggle to find an affordable home, investors keep more than 5,100 houses vacant. Through the flat tax, the measure would increase housing units by incentivizing the use of empty homes. It would also create revenue to fund affordable housing, infrastructure, and other services.

Monica was born and raised in San Diego and spent most of her life in District 4. Throughout her career she has fought for social justice; as a lawyer fighting to keep families in their homes, at the ACLU advocating for criminal justice reform, and now as the President Pro Tem of the San Diego City Council - representing the fourth council district.

During her tenure, Monica brought in over $100 million in investment to her district, fought for the creation of the City’s Office of Race & Equity, and led the effort to keep renters in their homes and businesses during the crisis. EHJC is confident that Monica will continue her tireless fight for equity and justice. Monica would be the first Black woman elected to the San Diego County Board of Supervisors.
