Could you benefit from IHSS Advance Pay?
What if the state sent the monthly IHSS payment directly to you—and you paid your provider yourself?
This option gives certain severely impaired recipients more control over how their providers are paid. But it isn’t extra money, and it comes with serious responsibilities. You must use fully enrolled providers, submit reconciled timesheets twice monthly and stay ahead of a critical 90-day deadline.
One thing that trips people up: you're not your provider's employer for tax purposes, and you don't issue a 1099. Your caregiver is already an IHSS employee who gets a W-2 from the State Controller's Office, same as always—Advance Pay just changes who hands them the payment, not the tax rules behind it.
Here’s a quick look at who may qualify and how it works. We’ll provide a deeper breakdown in the comments.
