Measures for Justice We're leading a movement to change the future of criminal justice.

Since 2011, Measures for Justice (MFJ) has been on a mission to make good criminal justice data available and actionable to spur reform. We do this by collecting and releasing performance data from counties; working to standardize and improve criminal justice data policies; and delivering tools and services to ensure people can use the data to best effect.

What happens when AI meets trustworthy justice data?

We had the opportunity to join QuantHub's AI for Alabama fall internship cohort to talk with students from HBCUs across Alabama about the intersection of AI, data, and justice.

We have seen firsthand how AI can make justice data easier to explore and understand. Our AI Navigator, developed in partnership with Microsoft, was built to help people navigate complex justice data by simply asking questions using everyday language.

But the technology is only part of the story.

AI is only as useful as the data behind it. And when we’re applying AI to criminal justice data, trust, transparency, data quality, and human oversight matter.

Our partners from the Thurston County Prosecuting Attorney's Office joined the conversation to talk about how AI Navigator is being used in a real justice office setting and shared what they are learning along the way.

Conversations like this are important because the next generation of AI leaders will need more than technical skills. They’ll need to understand how technology can be applied responsibly to real-world challenges and how better data can help government systems become more measurable, visible, and useful to the people they serve.

Criminal justice agencies across the country make consequential decisions every day about policies, resources, programs, and people. But too often, those decisions are made without a clear picture of what's actually happening across the system.

Data availability is not measurability.

Agencies can have years of data and still struggle to answer basic questions: What is working? Where are problems occurring? Are policies producing their intended outcomes? Are improvements happening?

That's the problem MFJ was built to solve. We turn fragmented data into consistent, trustworthy information, giving practitioners the measurement foundation they need to understand their systems, identify what's working, and improve over time.

You can't understand or improve what you can't measure.

Thank you to everyone who joined us at the New York State Division of Criminal Justice Services Public Safety Symposium in Albany, NY and especially to our partners from Monroe County, NY for sharing the stage with us.

The best conversations about public safety data don’t end when the presentation does.

In “To the Dashboard & Beyond: Engaging Communities with Data in Monroe County,” members of the City of Rochester Police Department and the Monroe County District Attorney’s Office joined MFJ to explore an important question for public safety practitioners:

How do we move beyond simply publishing data to using it to create understanding, inform decisions, and engage the communities we serve?

We left with new ideas, new connections, and plenty to keep thinking about.

📊 Publishing data online isn’t the finish line. It’s the beginning.

At the DCJS Public Safety Symposium, we talked about what it takes to make public safety data more than information on a screen.

In our session, “To the Dashboard & Beyond: Engaging Communities with Data in Monroe County,” MFJ joined members of the Rochester Police Department and the Monroe County District Attorney’s Office to share lessons from Monroe County’s work to make public safety data more accessible, understandable, and useful.

Because the real question isn’t just:

Can we put the data online?

It’s:
👉 Can we trust it?
👉 Can people understand it?
👉 Can it help answer questions and inform decisions?
👉 Can it support more productive conversations with the communities we serve?

That’s when data becomes more than a dashboard. It becomes information people can use.

We’re grateful to be part of this conversation and to learn from the practitioners working every day to make government data more useful for their agencies and communities.

📊 The criminal justice system can't improve what it can't measure.

All parts of the justice system are collecting enormous amounts of data. But when that data is fragmented, inconsistent, or difficult to use, it becomes much harder to understand what is happening, identify problems, measure progress, and improve.

🔎 That’s the problem Measures for Justice was created to solve, turning fragmented data into trustworthy information—building the measurement capability agencies need to pursue the outcomes that matter to them.

This kind of work informs, builds trust, and strengthens relationships between agencies and communities.

The criminal justice system is made up of more than 3,000 counties across the United States.
That also means there are more than 3,000 different ways data can be collected, defined, tracked, and reported.

From county to county:
-a case may be counted differently
-outcomes may be categorized differently
-key information may not be tracked at all

So when people try to understand what’s happening in their justice system, comparison becomes difficult, and sometimes impossible. Transparency isn’t just about having data. It’s about having data people can actually trust, understand, and compare.

Measures for Justice and Microsoft have partnered to launch our new Commons AI Navigator in Yolo County, California. Built directly in the Yolo County Commons dashboard, this tool makes criminal justice data more easily accessible to anyone — community members, advocates, practitioners, and local leaders — through simple, plain-language search. No technical expertise needed.

Yolo County has already proven what's possible when communities engage with data, growing diversion rates from 5.2% to over 21% in just four years. The AI Navigator is the next step toward ensuring everyone can be part of that progress.
