Bulk Refuse Collection Ordinance Changes
Effective July 1, 2026

On May 12, 2026, Portsmouth City Council approved changes to Chapter 16 - Garbage and Refuse of the Code of the City of Portsmouth. The following change went into effect on July 1, 2026: all bulk refuse collection is required to be scheduled.

The City of Portsmouth is providing a grace period through September 30, 2026, to allow residents time to acclimate to this change. During the months of July, August, and September 2026, citizens are encouraged to familiarize themselves with the new bulk collection request process. After October 1, 2026, unscheduled bulk waste will not be collected and will be cited with possible fines issued.
