From New Kensington Community Development Corporation to invite you to an advocacy effort on August 12 from 5:30PM-7:30PM at the Kensington Engagement Center (3000 Kensington Avenue) that will review and respond to the Pennsylvania Housing Finance Agency’s (PHFA) 2027-28 draft Qualified Allocation Plan (QAP) call for public feedback due by August 14th. PHFA administers the Low-Income Housing Tax Credit Program, the primary financing tool for developing affordable housing across the Commonwealth. We're reaching out to you because you could help shape the allocation of tax credits. You may serve individuals with specific or tailored housing needs who will be impacted by PHFA's allocation plan, including young people, people with disabilities, people experiencing transitional housing (homelessness, foster care), individuals in recovery, seniors, individuals who have been impacted by the justice system, and women and/or domestic violence survivors. We believe it is also critical that organizations provide feedback if they are serving challenged neighborhoods where LIHTC application points are lost due to location.
During these two-hours together, we'll have several practitioners lead the conversation about the QAP, we'll have templates for people to immediately adapt and send out their own letter that day, and we'll have information for you to take back for other people in your networks to submit their own feedback.
Although the QAP guides the allocation of millions of dollars in affordable housing funding across Pennsylvania, relatively few organizations and individuals submit public comment. Participating is an opportunity to help shape how PHFA prioritizes affordable housing development in the 2027-28 program years/funding cycle.
