k's citizens. We do this by offering the best educational resources and opportunities for all those who enjoy their liberties and freedom. We provide these resources to our local communities, law enforcement agencies, school faculties, and government administrations to make sure they are able to make informed decisions that will truly result in both the greatest advancements of public safety and individual liberty. SCOPE believes that while firearm ownership has a deep rooted history in the traditions of Americans, advancements in technology have caused a rational concern amongst Citizens. Unfortunately, this has resulted in uninformed politicians passing bad legislation that has failed at actually preventing crimes, reduce accidental casualties, or keep guns out of the hands of criminals. Contrarily, it has only affected the law-abiding citizens and furthered the demonization of a firearm based on its cosmetic features and has psychologically shifted the blame for any criminal use of a firearm from the shooter to the weapon itself. SCOPE endeavors to change the culture of New York from one of fear to one of respect when it comes to firearm ownership. We will always use our primary tool of education and compliment that work with awareness, activism, and appeal.

Microstamping: "Feels good but little practical use" by Tom Reynolds
One of the favorite approaches of the anti-2A faction is Microstamping. The National Institute of Standards and Technology (NIST) recently sent a letter to Congress about microstamping*. NIST did not conduct independent research on microstamping but offered a summary of published data from state agencies, academic institutions, forensic science professionals, and advocacy groups. The S.C.O.P.E., Inc. (SCOPE) Board of Directors is excited to announce the launch of MyVoteMattersNY, our Get Out the Vote (GOTV) initiative for the 2026 New York State Governor’s election.

In 2022, fewer than 378,000 votes decided New York’s gubernatorial election. It was a good reminder that votes matter.

As the official sponsor of MyVoteMattersNY, SCOPE is focused on encouraging more Second Amendment supporters and liberty-minded New Yorkers to vote in the November 3, 2026 election.

A key message centers on one unifying theme—Putting New Yorkers First—and three priorities: Restoring Freedom. Restoring Prosperity. Restoring New York.

A goal is to focus on key issues and facts—not political rhetoric.

Carrying a handgun lawfully is not reasonable suspicion of a crime. That is the message from a unanimous Maryland appeals-court ruling in Hicks v. State, where police saw a handgun printing under a man’s shirt, handcuffed him, seized his gun, and searched further, even after he said he had a valid carry permit. The court ruled the stop violated the Fourth Amendment because carrying a firearm in public for self-defense is presumptively lawful after Bruen; police need specific facts suggesting illegal possession or other criminal conduct, not just the sight of a gun.

That does not mean a carrier should treat an encounter casually. If an officer has an independent legal reason to stop someone, officers may still conduct a limited pat-down for weapons when they reasonably believe the person is armed and dangerous. The rule is that a gun alone is not a crime, and a frisk is not permission for a general search through pockets, bags, or vehicles.

For armed citizens, the practical takeaway is simple: stay calm, keep your hands visible, do not reach for your permit or firearm unless instructed, and clearly ask whether you are being detained or free to leave. Your Second Amendment right to carry and your Fourth Amendment protection against an unjustified stop are not competing rights, they work together.

Supreme Court and Contracts by Tom Reynolds

There is much controversy, name calling, misinformation and confusion in the liberal media over the U. S. Supreme Court, because of some recent decisions. The core issue is actually much simpler to understand than often presented. Let’s try to simplify things.

Examples make the points clearer:

Suppose you agreed to buy a house for $100,000 but, at the closing, the seller wanted $105,000 because of inflation between the signing of the contract and the closing.

An “originalist” judge (as are 4 or 5 members of the U.S. Supreme Court) believes that contracts mean what the parties understood them to mean when they were created; what the signers intended them to mean. But few have ever come out and directly said that. Now, the Democratic Socialists of America (DSA), who seem to have taken over the Democrat Party, are more open and up front about it.
