When business and academic leaders founded Pattern in 1965, their goal was to build consensus for a pattern of growth that will ensure a high quality of life for the nine county Mid-Hudson Valley Region. The

work plan included the protection of the natural environment, taking from it only those resources needed to promote economic prosperity, and providing adequate opportunities and incentives for capital formation and meaningful, gainful employment. In that spirit, Pattern brings together business, nonprofit, academic and government leaders from across Columbia, Greene, Sullivan, Ulster, Dutchess, Orange, Putnam, Rockland, and Westchester Counties to collaborate on regional approaches to housing, municipal sharing and local government efficiency, education, land use policy, transportation and infrastructure to move the dial, inspiring growth and vitality for our regional economy.

This chart shows how migration has caused a redistribution of wealth throughout the Hudson Valley. Remote work has been a particularly strong force, allowing wealthier households to live farther away from the New York City metro area while keeping their city-based jobs. This has affected communities north of I-84 the most. The counties of Columbia and Ulster have continued to see the biggest disparity between the incomes of those moving into and out of their counties. This trend has been steady for the past four reporting cycles. More on migration: These charts show the top 10 counties of origin for people who moved into the Hudson Valley, and the top 10 destinations for those who left our region to move elsewhere. Two trends have stood out for the last three reporting cycles. We are losing many residents to neighboring counties in neighboring states, usually on a 2-to-1 ratio. Many of our residents are also moving South to states that have zero tax or extremely low tax on retirement income. Vice President of Operations Robin DeGroat is celebrating her 20th year at Pattern. Throughout this week, Pattern will share key data from our latest report on migration and its effects on the Hudson Valley. People have always moved back and forth between our region and New York City, but the net number of metro-area folks moving into our communities has been especially high since the pandemic. Since 2019, approximately 100,000 people from New York City moved into our nine counties. Here are the data from 2021-2022. We are excited to announce that Chris Brown has joined our team as a senior research planner at Hudson Valley Pattern for Progress, and program manager for the Hudson Valley Alliance for Housing & Conservation (HVAHC).

Chris will take on a unique position shared between Pattern and HVAHC. For Pattern, Chris will work on a number of planning and research projects to help the region understand its most consequential civic issues and actions that will promote smart growth and effective service delivery. Chris will serve as program manager for HVAHC, an innovative alliance of eight nonprofit affordable housing developers and eight nonprofit land conservation groups working to strengthen biodiversity and climate resilience while creating affordable places where people can live. They collaborate on projects, support communities with strategies to achieve both goals in tandem, and educate the public about the resources required to address these pressing needs.

Chris previously worked as the housing development coordinator at the Columbia Economic Development Corporation (CEDC), where he helped to advance a number of key housing initiatives in Columbia County. His efforts led to Columbia County becoming the first in the state to have all its municipalities certified through the Pro-Housing Communities Initiative. Chris was also instrumental in the creation of two land banks, in Columbia County and the City of Troy, during his career in public service.

Before joining CEDC, Chris worked in the planning department in Troy and at the Berkshire Regional Planning Commission in Massachusetts, where he drafted open space and recreation plans, comprehensive plan updates, housing needs assessments, and housing production plans.

Chris earned his bachelor's degree in public policy from the University at Albany.

Congratulations to former Pattern CEO Adam Bosch, who will be recognized next month by Westchester Home and 914 Inc. with the Groundbreaker Award for his work in Westchester County. During his time at Pattern, Bosch helped with several planning and education projects in Westchester to help local governments, nonprofits, and business leaders address issues related to housing, transportation, economic development, and infrastructure. He also led Pattern’s contributions to the City of Mount Vernon comprehensive plan. Shoutout to all the honorees who will be recognized on April 16 in Harrison.
