The Chairman’s Corner

Question: Why does building a park take more than just choosing the amenities?

When people think about a future park, it is natural to think first about playgrounds, trails, pavilions, open green space, and places for families to gather.

Those things matter. They are part of the vision.

But building a park responsibly takes more than simply deciding what features would be nice to have. It requires planning, organization, financial controls, legal steps, coordination with the City, and careful consideration of long-term maintenance.

Moscow Mills Parks, Inc. was created to help move Clark’s Fort Heritage Park forward in a responsible way. That means doing the behind-the-scenes work correctly, keeping the nonprofit organized, and making sure the project is approached with accountability and public trust in mind.

Some parts of the process may not be exciting, but they are necessary. A community park should be planned in a way that respects the community, protects the future of the project, and avoids making promises before the proper steps are complete.

That is the purpose of The Chairman’s Corner: to answer common questions, explain the process, and keep residents informed as the work continues.

Meet the Board: Kaitlyn Bourland

I’m truly honored to serve as the Vice Chairman of Moscow Mills Parks, Inc.

I moved to Lincoln County after serving in the United States Marine Corps. I’m married with two children, and after nearly 10 years here, this community really feels like home.

I joined this project because I genuinely believe parks have a special way of bringing people together. This one means a lot to me because it will serve not just our families today, but also the generations that come after us.

I’m so grateful to be part of this effort and excited to help create a space where kids can play freely, families can gather, and neighbors can connect and make lasting memories. I truly believe this park will strengthen our community in a lasting way.

A park is where families gather, friendships grow, community events take place, and memories are made for generations.

That's the vision behind Clark's Fort Heritage Park.

Moscow Mills Parks, Inc. was created to help bring that vision to life through community support, responsible stewardship, and partnerships that benefit our town. Our goal is to create a place that reflects the history, values, and future of Moscow Mills while providing opportunities for recreation, learning, and community connection.

Thank you to everyone who continues to support this project and help move it forward. Together, we're working to build something that can serve our community for years to come.
