First Command Educational Foundation (FCEF) is a 501(c)(3) public charity dedicated to empowering military families to build lasting legacies through education. Since 1983, FCEF has supported the military community by providing over 5.6 million dollars in scholarships.

- We award an average of $125,000 annually in scholarships

- We partner with military affiliated community organizations to support their scholarship programs through the Carroll H. Payne Scholarship Program

- In 2025, we launched our Military Spouse Scholarship Program; supporting the educational goals of military spouses

- We manage and administer seven scholarship endowments; honoring the legacies of loved ones through scholarships

🎶 Meet Elizabeth — a gifted musician with a servant’s heart. 💙💛

We are honored to celebrate Elizabeth, one of our Carroll H. Payne Scholarship recipients, awarded in partnership with First Command Financial Services.

Elizabeth is pursuing her passion for music at Texas Baptist College - TBC, where she is developing her gifts as an accomplished pianist. But her story is about more than music.

With her faith providing the cornerstone and volunteering allowing her to share her time and talent in service to others, Elizabeth’s life is full of purpose. Her dedication, generosity, and commitment to using her gifts to make a difference are truly inspiring.

Through the Carroll H. Payne Scholarship Program, we are proud to invest in Elizabeth’s education and the future she is building—one shaped by faith, service, and a dedication to music.

Thanks to the generosity of our supporters, this year’s event raised $61,116.25 to help provide educational opportunities for active-duty service members, veterans, and their families through scholarships.

We are proud to congratulate Addison Rummel on receiving the Alice M. Konecny Memorial Scholarship! 📚She is bound this fall to pursue her dreams.

Addison shared, “Since I was a little girl, I loved science and helping people, which led to my dream of becoming a doctor. This scholarship allowed my dream to transition into a full aspiration. I am attending Penn State, which is embedded in my family's history, to study Biology on the pre-medicine track. I am so thankful I can fully focus on my academics and creative interests at school with this generous scholarship. It truly brings financial relief, especially with the knowledge of a rigorous decade of school ahead.”
