Sometimes the data just confirms what those of us working in this area already know. The increase in homelessness in Chicago poses challenges not just for the individuals struggling with housing insecurity, but for the entire social services infrastructure in the Chicago area- including legal services. GCLC's Homelessness Advice and Representation Program (HARP) has worked with our community partners to meet the increasing demand for legal counsel and advocacy, and we will continue to do so for as long as this crisis confronts our city.

The city’s annual point-in-time count showed nearly 19,000 people were unhoused on a single night in January.

The ever evolving migrant crisis in Chicago means GCLC's Immigration team is also constantly adapting to best meet the needs of our clients and recent arrivals.

One of the ways our Immigration attorneys are adjusting, is by partnering with local social service agencies and local governments to provide legal information services, typically in the form of in-person workshops, to asylum seekers.

In response to this fluid and dynamic situation, the City of Chicago has stood up 26 temporary congregate shelters across the city at a current rate of 1 shelter every 6 days, and provide case management for new arrivals to embark on a path of resettlement and self-sufficiency. Due to the amount of time it takes to retrofit buildings into congregate shelters, the City has relied on police station districts and airports to serve as emergency staging areas while people await shelter placement.
