Changes to Head Start Performance Standards will be devasting for children experiencing homelessness

Relying on state licensing standards will grow class sizes, allow for less qualified teachers, remove limits on expulsion, eliminate multilingual learning, substantially reduce health screening while also making it substantially harder for homeless families to access services.

On August 7, HHS published a proposed rule that would significantly weaken the Head Start Program Performance Standards, replacing federal requirements for high-quality, 2-generation services with minimal state licensing regulations. If enacted, this would affect the more than 700,000 low-income children and families Head Start serves each year, with particularly severe consequences for families experiencing homelessness.

We’re asking you to take two actions in the next two weeks:

Contact your Congressional representatives and ask them to oppose these changes, and submit a comment to HHS opposing the rule. Visit our website for more information as well as templates on commenting and contacting your legislator:

In Playspace, children are free to play, learn, grow, and just be kids.

Our PAL (Playspace Activity Leader) volunteers help make meaningful play possible for children living in shelters across Massachusetts.

Across the country, Head Start is often the only early education, health screening, and stability that children experiencing homelessness can access.

The newly proposed changes to Head Start Performance Standards would make access to Head Start harder for families experiencing homelessness, and the quality of the program weaker at the exact moment these children need it most.
