RICE is an American Cancer Society Cancer Action Network (ACS CAN) project is a 26-month grant funded through the California To***co Control Program with the goal of creating a comprehensive To***co Retail License (TRL) in the cities of Hercules and Emeryville. The TRL focuses on adopting or implementing a policy that requires to***co retailers to obtain a license to sell to***co products that inc

ludes the elimination of flavored and menthol to***co sales, a minimum retail sale price for to***co products, minimum price per pack/volume size, restriction of coupons or discounts, with a portion of licensing fees to cover enforcement of this policy.
