Thank you to National Immigration Law Center for producing this guide to help all eligible voters exercise their constitutional rights to vote safely and securely in the 2026 midterms and beyond.

There are an estimated 26 million naturalized U.S. citizens who are eligible to vote in federal elections. There are many more natural-born U.S. citizens who live with immigrant family members or in areas with large immigrant populations.

With one week out until Election Day, we've been seeing a lot of fearmongering, scare tactics, and intimidation efforts. But an informated voter is the best protection against these attempts to suppress voter participation.

This guide is designed to help eligible voters, including naturalized citizens, vote safely in federal elections in the 2026 midterms and beyond.

Dr. Soto is a professor, human rights archeologist, and author of "Border Afterlives," a study on migration, forensic investigations, and deterrence-based enforcement at the U.S. - Mexico border.

"An accident is a death without any clear intent to cause harm," she says. "And we know from border policy, from when prevention through deterrence was first articulated—it was written into a 1994 strategy document—that the goal was to increase the cost of migrating to deter people’s entry."

There are now NINE detention facilities in “Deportation Alley” of Central Louisiana, a remote area with its own airport for easier, non-transparent deportations.
The middle-of-nowhere location is a deliberate choice. It isolates detainees from family, community, and, most significantly, access to legal counsel.

Unaccompanied children were previously housed in age-appropriate facilities under the supervision of the Dept of Health and Human Services. But this 528-bed facility for detaining children is, like all the ICE detention centers here, part of a private prison corporation and managed by private contractors.

Worse, the children will be jailed in Cold-War-Era military barracks, abandoned in 1992, and restricted to commercial use only because of their high level of toxic chemicals in the groundwater. PFAs groundwater contamination is 757, 000 times higher than the federal safety limits. There are also severe concentrations of the carcinogenic TCE from a toxic industrial degreaser once used for military aircraft and heavily linked to liver damage and cancer.

The cruelty is the point.

When is an accident not accidental?

Human rights archeologist and author Dr. Gabriella Soto examines two recent tragic deaths of immigrants in ICE custody that were ruled homicides by medical examiners, and connects them to the U.S. border enforcement strategy that deliberately leverages the hostile desert environments of the U.S. Southwest to ensure that migrants attempting unauthorized border crossings come into extreme harm.

You will also hear from community leaders, witnesses, and advocates who share their perspectives and discuss meaningful ways for us to demand changes in immigration policy to uphold immigrants’ rights and protect human lives.
