🌍 International Day for Disaster Risk Reduction (IDDRR) 2026 | Timor-Leste
🇹🇱 Resilience Starts at Home. Prepared Families. Stronger Communities.
On 13 October 2026, the Government of Timor-Leste commemorated International Day for Disaster Risk Reduction (IDDRR) in Maucatar, Covalima, under the national theme: “Empowering Families and Communities to Prevent and Reduce Disaster Risks.”
Led by H.E. Secretary of State for Civil Protection, Domingos Mariano Reis, the celebration brought together government institutions, UN agencies, NGOs, local authorities, and communities to promote disaster preparedness and resilience.
The Australia Humanitarian Partnership (AHP) Consortium, including CARE, Oxfam, Plan International, World Vision, Consortium team along with RHTO actively participated in and supported the government-led event.
🌱 Preparing for potential El Niño impacts
The Secretary of State highlighted practical actions families and communities can take to reduce risks, including conserving water, storing essential food and supplies, preventing land and vegetation burning, and avoiding construction in hazard-prone areas. He also emphasized inclusive preparedness, particularly for women, children, older people, pregnant and lactating mothers, and persons with disabilities.
😷 Protecting health during the air quality alert
The Secretary of State encouraged communities to wear masks, keep windows and doors closed when dust or smoke levels are high, avoid outdoor physical activities specially for children and older people, and seek medical assistance if experiencing breathing difficulties.
The celebration featured a range of activities to strengthen disaster awareness, preparedness, and community resilience, including:
🪏Distribution of shelter materials to households affected by the May 2026 landslide in Maucatar, 🌍 Simulation exercises, 📝 Poetry and public speaking competitions among students,🎨 Drawing competitions among students, 🧠 Quiz competitions to test disaster risk knowledge, 🪢 Tug-of-war and 🏃 sack races to encourage teamwork and community participation.
Plan International distributed AHP-developed El Niño preparedness posters to the communities participated in the event, while CARE supported their dissemination through schools.
💙 AHP, funded by the Australian Government, remains committed to working alongside the Government of Timor-Leste, local partners, authorities, and communities to empower families, strengthen preparedness, and build resilient communities.

Together for a More Disaster-Ready Timor-Leste! 🇹🇱 🤝

How can we strengthen preparedness and support communities to take early action before disasters strike? Strong partnerships, coordination, shared learning and anticipatory action are key.
On 23 September 2026, the Disaster READY Country Committee (DRCC) held its first quarterly coordination meeting of Year 5 at the World Vision office in Timor-Leste, bringing together DFAT, AHP agencies and local partners to strengthen collaboration and collective action for disaster preparedness and resilience.
The meeting was led by the new DRCC Chair, Humbelino Pereira, Interim National Director of World Vision, and Co-Chair, Abel Pereira M. Besi, Director of F-HADEER.
Key discussions included:
🌦️ El Niño preparedness – sharing information on the current situation and exploring practical precautionary measures that can support communities, while the Government continues to monitor the situation and has not yet officially declared El Niño.
🚨 Anticipatory Action Simulation Exercise – strengthening readiness, coordination and understanding of anticipatory action approaches.
📋 Disaster READY Phase II exit and transition – discussing how learning, partnerships and community-level capacities can be sustained beyond the current phase.
🔄 DRP Phase III design – exploring opportunities to build on the achievements, lessons and partnerships developed through Disaster READY.
Together, we prepare earlier, coordinate better and strengthen communities to be more ready for disasters.

🌿 Planting Seeds of Resilience in Village Rita
What can a small home garden grow beyond vegetables? 🌱
It can grow new skills, confidence and opportunities for families to strengthen their food security and prepare for climate and disaster risks.
In Rita Village, Suco Maulau, Maubisse, Ainaro, community members are turning home gardens into opportunities for a stronger and more resilient future.
The Disaster READY project, implemented by Plan International and MAHARU in Ainaro Municipality, has supported community members to develop practical skills in planning, planting and managing home gardens through climate smart agriculture approaches, helping strengthen their capacity to cope with climate and disaster risks.
Village Chief and group leader Cosme da Costa Lopes had a simple question: “If other communities can grow vegetables at home, why can’t we?”
That simple question led to a new beginning. Through the home garden activities, Cosme and his community discovered that even a small garden can bring new ideas, useful lessons and hope for the future.
“I am very happy now a days, it may be small, but we have learned a lot and these lessons will help us grow in the future.” Said Cosme da Costa Lopes
Now, Cosme is putting those lessons into practice, planting vegetables again in his own home garden. 🌱💚
🌱 The community group has already harvested vegetables four times. The group also includes a member with a disability, who is actively learning and applying home-gardening skills in their own home.

🤝 Strengthening Reporting, Learning & Coordination in Timor-Leste
The Australia Humanitarian Partnership (AHP) Consortium in Timor-Leste conducted a two-day Report Writing Workshop and Quarterly Coordination Meeting on 15–16 September 2026 hosted by Plan International in Timor-Leste. It brought together Disaster READY AHP agency focal points, local partners, and relevant colleagues.
The workshop aimed to strengthen coordination, improve reporting quality/consistency, share learning/experiences, review progress/key achievements, and importantly, prepare for the transition and planned closure of Disaster READY by December 2026.
📌 Key sessions included:
🌦️ Anticipatory Action (AA) Reporting: Mana Laura from AHP Support Unit facilitated a session on AA 2026 Annual Reporting, helping agencies strengthen their reporting on Anticipatory Action activities and learning.
📊 Completion Reporting: Mana Cynthia facilitated a session on Disaster READY Completion Reporting, supporting agencies and partners to prepare quality and consistent completion reports.
📚 Learning & Research: Participants reviewed key findings from the Disaster READY Year 4 Research and shared reflections from the AHP Learning and Design Event held in Nadi, Fiji.
🧭 Disaster READY Exit Strategy & Transition: The Consortium discussed the DRP Exit Strategy and key priority activities leading towards program closure, with a focus on ensuring a coordinated and responsible transition and sustaining key DRR, CCA, and resilience gains beyond the project period.
📣 Communications: Mana Sandra highlighted key communications achievements and upcoming priorities, including opportunities to capture and share learning from the final phase of Disaster READY.
🤝 The meeting also provided an important opportunity for AHP agencies and partners to share their key achievements, challenges, lessons learned, and priorities for the remaining implementation period, while discussing future programming opportunities and the transition beyond Disaster READY.
As Disaster READY approaches its planned closure in December 2026, these discussions are helping partners to capture learning, strengthen coordination, support a smooth transition, and consider how DRR, CCA, and resilience gains can be sustained beyond the program.

📢 DRCC Chairing Roles Officially Handed Over to World Vision.

The Timor-Leste Disaster READY Country Committee (DRCC) Chair and Co-Chair roles rotate annually between AHP Agency's and local partners, strengthening local leadership and participation in decision-making.
On 4 September 2026, Caritas Australia and Church World Service (CWS) officially handed over the DRCC Chair and Co-Chair roles to World Vision and F-HADEER. The ceremony was facilitated by the AHP Consortium in Timor-Leste.
Over the past four years, DRCC leadership has rotated among CARE & F-KHC, Oxfam & MANEO, Plan International & MAHARU, and Caritas Australia & CWS.
Mr. Maqsood Kabir, Country Coordinator of the Australian Humanitarian Partnership (AHP) Consortium in Timor-Leste thanked Caritas Australia and CWS for their contributions and welcomed World Vision and F-HADEER to their new roles, which will focus on coordination, advocacy, and advancing the DRCC agenda.
Mr. Fernando Pires, Country Representative of Caritas Australia highlighted the importance of strengthening local partner leadership and wished the new Chair and Co-Chair success.
Mr. Abel Pereira Mau Besi, Director of F-HADEER, welcomed the opportunity to strengthen collaboration between local and international NGOs and build local capacity.
Before closing the ceremony, Mr. Humberto Pereira, Interim National Director of World Vision, expressed appreciation for the opportunity and reaffirmed World Vision’s commitment to working with AHP and partners to strengthen leadership, coordination, and better services in the future.
The ceremony concluded with the symbolic handover of key documents.
