The National Youth Commission (NYC) has issued SK Advisory No. 2026-P007, providing critical clarification on the legal framework for disciplinary actions against elected Sangguniang Kabataan officials.

This advisory is a response to the numerous complaints against SK Officials received by the Commission. It outlines the specific legal bases and authorities responsible for handling such matters at different levels of local government.

Moreover, the 𝗚𝗮𝘆𝘆𝗲𝗺 𝘁𝗶 𝗨𝗺𝗶𝗹𝗶 𝗖𝘂𝗽 reflects the Provincial Government's unwavering commitment to sports development, inspired by the Governor's enduring passion for athletics rooted in his own experience as a young athlete. This advocacy reinforces the belief that sports are powerful instruments for youth empowerment, character formation, leadership development, and community building.

Grounded in the core principles of youth participation, this initiative aims to rekindle passion, inspire excellence, strengthen camaraderie, and celebrate the true spirit of sportsmanship and unity among every Novo Vizcayano.

📢 CALL FOR APPLICATIONS: PROSPECTIVE REGIONAL LEAD ASSESSORS (RLA) FOR NEW BOOKKEEPING TRAINING FOR SK TREASURERS 📢

The National Youth Commission (NYC), in partnership with the Technical Education and Skills Development Authority (TESDA), is now accepting applications for Regional Lead Assessors (RLAs) for the Bookkeeping for Sangguniang Kabataan (SK) Financial Transactions NC II.

We are looking for qualified bookkeeping and SK finance practitioners who are willing to undergo a three-day Capability Building Program on September 22–24, 2026, in Batangas City, and help build the pool of competency assessors across the country.

As a Regional Lead Assessor, you will play a key role in:
✅ Developing Provincial Lead Assessors (PLAs) in your region;
✅ Assessing aspiring Provincial Lead Assessors;
✅ Supervising competency assessor applicants during their practice or "loading" period; and
✅ Serving as a Technical Expert during the inspection and accreditation of Assessment Centers.

Only two (2) applicants per region will be selected to participate in the training, where they will be mentored by TESDA National Experts on the standard conduct of competency assessments using Competency Assessment Tools (CATs).

🍽️ Meals and accommodation during the training will be provided by the organizers. Transportation and travel expenses shall be shouldered by the participants.

Beyond the capability-building program, selected and accredited Regional Lead Assessors (RLAs) will form part of the pool of assessors for the Bookkeeping for Sangguniang Kabataan (SK) Financial Transactions NC II. Accredited RLAs who are deployed to conduct competency assessments shall receive the corresponding assessment fees and other authorized compensation in accordance with applicable TESDA policies and guidelines.

📌 Minimum Qualifications

Applicants must:
• Have at least two (2) years of relevant experience in bookkeeping, particularly in SK Financial Transactions (including experience as an SK Treasurer);
• Demonstrate competence in bookkeeping, financial recording, report preparation, and fund management; and
• Be willing to complete the TESDA accreditation process and serve as a Regional Lead Assessor.

BUILT TO RESPOND🚁

During a disaster, rescuers often make urgent decisions with limited information, especially when roads become impassable and communication lines fail.

A student from Nueva Vizcaya developed a possible tool for that challenge.

Vrienn Ezrah Karl Viernes of Nueva Vizcaya General Comprehensive High School created RAVEN, or the Robot for Aerial Vigilance in Emergency Navigation, a low-cost aerial system designed to support disaster-response operations.

The prototype was built to detect heat signatures, monitor environmental conditions, recognise possible calls for help, provide GPS coordinates, transmit real-time data, and send SMS alerts.

By gathering information from hazardous or hard-to-reach areas, it could help responders identify risks and determine where assistance may be needed.

RAVEN was named champion at the 2025 Regional Science and Technology Fair. Viernes later received the Best Presenter award in the Robotics and Intelligent Machines Individual Category at the 2026 National Science and Technology Fair.

The project remains a student-developed prototype, but its purpose addresses a serious need.

In a country frequently affected by typhoons, floods, and landslides, promising innovations like RAVEN deserve opportunities for further testing, technical support, and development beyond the competition stage.

Ang 𝗥𝗲𝗽𝘂𝗯𝗹𝗶𝗰 𝗔𝗰𝘁 𝗡𝗼. 𝟭𝟮𝟯𝟮𝟭, 𝗼 𝗚𝗜𝗗𝗔 𝗦𝗰𝗵𝗼𝗼𝗹𝘀 𝗔𝗰𝘁, ay isang mahalagang hakbang para matiyak na walang magiging hadlang sa bawat batang Pilipino na makapag-aral, saan man sila naroroon sa bansa.

Malaki ang maitutulong ng batas upang mabawasan ang mga sitwasyong kailangang lumusong sa ilog, maglakad ng ilang kilometro sa gitna ng init, o tumawid sa mga sirang tulay ang ating mga estudyante bago makarating sa paaralan.

Bibigyan din ng prayoridad sa pagkuha ang mga kuwalipikadong g**o at iba pang kawani ng paaralan na mga residente o handang manirahan sa komunidad at may ugnayang pangkultura sa mga GIDA communities, upang mas maging epektibo ang kanilang pakikipag-ugnayan sa mga mag-aaral.

Maraming salamat sa aking mga kapwa senador, kongresista, at sa lahat ng naging bahagi ng pagsasabatas ng GIDA Schools Act. Bunga ito ng sama-samang pagtutulungan, at 𝗶𝗸𝗶𝗻𝗮𝘁𝘂𝘁𝘂𝘄𝗮 𝗸𝗼 𝗿𝗶𝗻𝗴 𝗶𝘁𝗼 𝗮𝗻𝗴 𝗸𝗮𝘂𝗻𝗮-𝘂𝗻𝗮𝗵𝗮𝗻𝗴 𝗽𝗮𝗻𝘂𝗸𝗮𝗹𝗮𝗻𝗴 𝗮𝘁𝗶𝗻𝗴 𝗻𝗮𝗶𝘀𝗮𝗯𝗮𝘁𝗮𝘀 𝗺𝘂𝗹𝗮 𝗻𝗮𝗻𝗴 𝗺𝘂𝗹𝗶 𝘁𝗮𝘆𝗼𝗻𝗴 𝗺𝗮𝗴𝗹𝗶𝗻𝗴𝗸𝗼𝗱 𝘀𝗮 𝗦𝗲𝗻𝗮𝗱𝗼.
