𝐶𝑒𝑏𝑢 𝐶𝑖𝑡𝑦, 𝐶𝑒𝑏𝑢 - CVISNET Foundation Inc proudly announces the successful completion of the internship program for four (4) computer science students from 𝗩𝗶𝘀𝗮𝘆𝗮𝘀 𝗦𝘁𝗮𝘁𝗲 𝗨𝗻𝗶𝘃𝗲𝗿𝘀𝗶𝘁𝘆 (VSU).

Running from 𝗝𝘂𝗹𝘆 𝟭, 𝟮𝟬𝟮𝟲, 𝘁𝗼 𝗔𝘂𝗴𝘂𝘀𝘁 𝟭𝟰, 𝟮𝟬𝟮𝟲, as part of their academic course CS 200a - Internship/OJT (260 hours), the program provided the student-interns with hands-on, real-world experience in web development, system administration, and civic technology promotion.

During their intensive six-week tenure, the interns worked under the direct supervision and mentorship of CVISNET’s IT team leadership, 𝗞𝗲𝗻𝗻𝗲𝘁𝗵 𝗖. 𝗦𝗮𝗻𝘁𝗶𝗮𝗻̃𝗲𝘇 (IT Head), 𝗔𝗻𝗱𝗿𝗲𝗶 𝗗. 𝗥𝘂𝗶𝘇 (IT Specialist) and 𝗠𝗮𝗿𝗸 𝗖𝗹𝗲𝗼 𝗝. 𝗖𝗮𝗹𝗯𝗮𝗻𝗴 (IT and Admin Support).

The cohort of interns include:

Throughout the internship, the VSU trainees gained comprehensive exposure across key modern technology domains:

• 𝗪𝗲𝗯 & 𝗕𝗮𝗰𝗸𝗲𝗻𝗱 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁: Built dynamic web components utilizing headless Payload CMS, TypeScript, and AI-assisted design platforms such as Pencil.dev.
• 𝗦𝘆𝘀𝘁𝗲𝗺 𝗔𝗱𝗺𝗶𝗻𝗶𝘀𝘁𝗿𝗮𝘁𝗶𝗼𝗻 & 𝗜𝗻𝗳𝗿𝗮𝘀𝘁𝗿𝘂𝗰𝘁𝘂𝗿𝗲: Mastered Linux command-line environments, file permission structures, and secure remote system management via SSH.
• 𝗖𝗼𝗻𝘁𝗮𝗶𝗻𝗲𝗿𝗶𝘇𝗮𝘁𝗶𝗼𝗻 & 𝗗𝗮𝘁𝗮𝗯𝗮𝘀𝗲 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁: Orchestrated and deployed local PostgreSQL database instances using Docker and Docker Compose.
• 𝗨𝗜/𝗨𝗫 & 𝗠𝘂𝗹𝘁𝗶𝗺𝗲𝗱𝗶𝗮 𝗗𝗲𝘀𝗶𝗴𝗻: Advanced interactive prototyping skills by translating Excalidraw wireframes into high-fidelity web designs using Figma, alongside generating visual promotional collaterals with Canva.
• 𝗣𝗿𝗼𝗳𝗲𝘀𝘀𝗶𝗼𝗻𝗮𝗹 𝗪𝗼𝗿𝗸𝗳𝗹𝗼𝘄𝘀: Practiced agile, iterative development cycles through Slack collaboration and active participation in the "design, present, and revise" methodology.

Notably, the interns also represented the organization at the DOST 7 Regional Science, Technology, and Innovation Week (RSTW) exhibition, engaging directly with the public to showcase civic tech initiatives.

The completion of this internship marks another milestone in CVISNET Foundation Inc.'s ongoing commitment to building capacity among youth and cultivating the next generation of ICT professionals in the region.

During his presentation entitled “𝗧𝗵𝗲 𝟯 𝗖𝘀 𝗼𝗳 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆 𝗘𝗺𝗽𝗼𝘄𝗲𝗿𝗺𝗲𝗻𝘁: 𝗕𝗿𝗶𝗱𝗴𝗶𝗻𝗴 𝘁𝗵𝗲 𝗗𝗶𝗴𝗶𝘁𝗮𝗹 𝗗𝗶𝘃𝗶𝗱𝗲”, Mr. Llanto showcased CVISNET Foundation’s 𝗜𝗦𝗟𝗘𝗧-𝗖𝗼𝗻𝗻𝗲𝗰𝘁 initiative or 𝗜𝗻𝘁𝗲𝗿𝗻𝗲𝘁 𝗳𝗼𝗿 𝗦𝘂𝘀𝘁𝗮𝗶𝗻𝗮𝗯𝗹𝗲 𝗟𝗶𝘃𝗲𝗹𝗶𝗵𝗼𝗼𝗱, 𝗲-𝗘𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻 & 𝗧𝗼𝘂𝗿𝗶𝘀𝗺. 𝗞𝗲𝗻𝗻𝗲𝘁𝗵 𝗖. 𝗦𝗮𝗻𝘁𝗶𝗮𝗻̃𝗲𝘇, 𝗜𝗧 𝗛𝗲𝗮𝗱 𝗼𝗳 𝗖𝗩𝗜𝗦𝗡𝗘𝗧 𝗙𝗼𝘂𝗻𝗱𝗮𝘁𝗶𝗼𝗻, spoke on sessions focusing on core network infrastructure and resilient communications during crisis situations:

𝗡𝗲𝘁𝘄𝗼𝗿𝗸 𝗙𝘂𝗻𝗱𝗮𝗺𝗲𝗻𝘁𝗮𝗹𝘀: A comprehensive session breaking down network architecture, protocol layers, and standard configuration practices for modern IT setups.

𝗗𝗶𝘀𝗮𝘀𝘁𝗲𝗿 𝗮𝗻𝗱 𝗘𝗺𝗲𝗿𝗴𝗲𝗻𝗰𝘆 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝗰𝗮𝘁𝗶𝗼𝗻 𝗡𝗲𝘁𝘄𝗼𝗿𝗸𝘀: A practical look at deploying rapid-response networks, off-grid communication setups, and establishing reliable data links when primary infrastructure fails during disasters.

Santiañez in his presentations gave emphasis to ongoing Projects of CVISNET Foundation with its implementing partners such as 𝗜𝗦𝗟𝗘𝗧-𝗖𝗼𝗻𝗻𝗲𝗰𝘁, 𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝗲-𝗦𝘆𝘀𝘁𝗲𝗺 & 𝗧𝗼𝗼𝗹𝘀, and the 𝗟𝗼𝗰𝗮𝗹𝗹𝘆 𝗔𝗰𝗰𝗲𝘀𝘀𝗶𝗯𝗹𝗲 𝗖𝗹𝗼𝘂𝗱 𝗦𝘆𝘀𝘁𝗲𝗺.

The 5-day bootcamp (August 6–10, 2026) marks the first Community-Centered Connectivity (CCC) Bootcamp in the Asia-Pacific region. Co-organized by international and regional allies—including the Internet Society (ISOC), Association for Progressive Communications (APC), Rhizomatica, The Institute for Social Entrepreneurship in Asia (ISEA),and the Philippine Rural Reconstruction Movement (PRRM)—the event convenes 40 practitioners, social enterprises, and small operators, including 25 from the Philippines and 15 from across Asia.

Hosted as a flagship event on Day 1 of the Asia Community-Centered Connectivity Bootcamp 𝟮𝟬𝟮𝟲, the session held at the Microtel UP Technohub highlighted how Republic Act 12234 (the Konektadong Pinoy Act) elevates community-owned networks from legal ambiguity into formally recognized drivers of the national digital economy.

Moderated by 𝗪𝗶𝗻𝘁𝗵𝗿𝗼𝗽 𝗬𝘂 of Internet Society Philippines, the 90-minute discussion focused on shifting the national narrative from treating data transmission as an exclusive commercial privilege to establishing open access and digital connectivity as a basic right. For years, last-mile providers like CVISNET—which builds and maintains grassroots connectivity in unserved areas such as Northern Cebu and Bohol—were forced to operate in a regulatory "gray market" due to outdated 1930s laws requiring a congressional franchise just to transmit data.

Under RA 12234, CVISNET and its served communities transition into legally protected Data Transmission Industry Participants (DTIPs). This shift eliminates years of bureaucratic hurdles, replacing them with a National Telecommunications Commission (NTC) "Green Lane" designed to offer micro and community-based providers expedited registration, reduced fees, and simplified requirements.

"The removal of the franchise requirement lowers our barriers to entry from years of political maneuvering to a streamlined administrative process. This means CVISNET can now focus its full resources where they belong: buying, building, and maintaining connectivity for our underserved neighbors."

Beyond removing legislative roadblocks, the new law grants CVISNET and other local community networks game-changing operational advantages: Direct Technology Access; Mandatory Infrastructure Sharing, and Fiscal Support.

The 5-day bootcamp (August 6–10, 2026) marks the first Community-Centered Connectivity (CCC) Bootcamp in the Asia-Pacific region. Co-organized by international and regional allies—including the Internet Society (ISOC), Association for Progressive Communications (APC), Rhizomatica, The Institute for Social Entrepreneurship in Asia (ISEA) , and the Philippine Rural Reconstruction Movement (PRRM)—the event convenes 40 practitioners, social enterprises, and small operators, including 25 from the Philippines and 15 from across Asia.

𝘊𝑜𝘳𝑑𝘰𝑣𝘢, 𝐶𝘦𝑏𝘶 - The Municipality of Cordova-Official, in collaboration with CVISNET Foundation Inc., successfully conducted a two-day 𝗛𝗮𝗻𝗱𝘀-𝗼𝗻 𝘁𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗼𝗻 𝘁𝗵𝗲 𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝗲-𝗦𝘆𝘀𝘁𝗲𝗺 𝗮𝗻𝗱 𝗧𝗼𝗼𝗹𝘀 (𝗕𝗲𝗦𝗧).

Organized alongside the Cordova Mdrrmo or the 𝗖𝗼𝗿𝗱𝗼𝘃𝗮 𝗠𝘂𝗻𝗶𝗰𝗶𝗽𝗮𝗹 𝗗𝗶𝘀𝗮𝘀𝘁𝗲𝗿 𝗥𝗶𝘀𝗸 𝗥𝗲𝗱𝘂𝗰𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗢𝗳𝗳𝗶𝗰𝗲, the training took place from July 22 – 23, 2026, at the Cordova Evacuation Center. The initiative brought together local officials and disaster response representatives from all 13 of the municipality’s barangays.

The event commenced with an opening message from 𝗪𝗶𝗹𝗳𝗿𝗲𝗱𝗼 Fred Anlocotan, 𝗖𝗼𝗿𝗱𝗼𝘃𝗮 𝗠𝗗𝗥𝗥𝗠𝗢 𝗛𝗲𝗮𝗱, who underscored the necessity of integrating technology into modern disaster management protocols to save lives and streamline responses.
