📢 Papua New Guinea Open Government Partnership - Civil Society Meeting

As the Civil Society Co-Chair of the Open Government Partnership (OGP) in Papua New Guinea, we recently convened civil society partners to align priorities and prepare for the implementation of PNG’s 3rd National Action Plan (NAP) 2025–2029.

We were privileged to be joined by a strong coalition of civil society partners, faith-based networks, and policy groups: PNG Catholic Bishops Conference, The Voice Inc, PNG Business Coalition For Women, PNG Council of Churches, Oxfam in the Pacific, Papua New Guinea National Research Institute (NRI), PNG Christian Professional Network, PNG Resource Governance Coalition (PNGRGC), Advancing PNG: Women Leaders Network, Center for Environmental Law and Community Rights (CELCOR), and the Consultative Implementation & Monitoring Council (CIMC)

We led strategic discussions to help CSO partners take an active role in co-creating and monitoring OGP reforms and establish an active PNG OGP Civil Society Committee to coordinate civil society participation across technical working groups and provide independent oversight of NAP 3 commitments.
Founded in 2011, the OGP is a global initiative built on the principle of co-creation—an equal partnership between government and civil society to advance transparency, accountability, public participation, and good governance.

While government agencies lead the implementation of reforms, civil society plays a crucial role in contributing expertise, advocating for meaningful change, and ensuring commitments deliver real benefits for citizens.

As part of our ongoing partnership with the PNG Women Business Resource Centre (PNGWBRC), Transparency International Papua New Guinea (TIPNG) recently delivered a Know Your Land Rights information session.

This session forms part of a series of engagements under the partnership that is aimed at equipping citizens with a better understanding of their basic land rights and responsibilities.

📌 Key areas covered during the session include:
➡️ The different types of land ownership in Papua New Guinea.
➡️ The legal framework governing land ownership and land use.
➡️ Different types of State Leases
➡️ The roles and responsibilities of key government agencies responsible for land administration.
➡️ Where to access reliable information and assistance on land-related matters.

By increasing public awareness, we aim to empower individuals to make informed decisions and engage confidently with relevant authorities to better protect their interests.

📢TIPNG at PNG Resource Week

Today TIPNG Chair, Peter Aitsi, emphasized a clear truth: Systemic transparency is the foundation of investor confidence.

Session: Governance & Economic Standards – Strengthening transparency, governance and compliance to build trust and investment confidence.

With Papua New Guinea’s recent 2025 Corruption Perceptions Index score dropping to 26/100; positioning us below the global average and lowest among our Pacific neighbors, the need for long-term governance reform is urgent. Corruption risks should NOT spike every time an election approach.

To counter this, TIPNG continues to lead powerful coalitions that protect PNG's economic sectors:
📌EITI & PNGRGC: From incubating the Extractive Industries Transparency Initiative (EITI) in 2013 to leading the PNG Resource Governance Coalition today, we work to ensure good governance of our public assets and community rights in the resource sector.
📌Collective Action: Through platforms like the Community Coalition Against Corruption (CCAC), we unite churches, businesses, unions, and civil society to demand public accountability.

Civil Society is a partner. Faced with these systemic challenges, TIPNG does not work in isolation. We act as a convener, incubator, and partner to build robust frameworks that bridge the gap between civil society, the private sector, and the state.

Our goal remains aligned with the 5 National Goals and Directive Principles of our Constitution - ensuring PNG's wealth benefits all citizens, not just a corrupt few.

RIGHT TO INFORMATION TECHNICAL WORKING GROUP MEETING 2 - FINALIZING THE RIGHT TO INFORMATION POLICY

A few weeks ago, we were privileged to participate in the second National Right to Information (RTI) Technical Working Group (TWG) Meeting.

This was a critical opportunity for review of the final text and outline of the policy following the latest amendments from the National Right to Information (RTI) Validation Workshop previously in mid-June.

Working alongside our partners from the Department of Information and Communication Technology, the United Nations Development Programme (UNDP), and the Open Government Partnership Secretariat, a final version of the draft policy was agreed upon for submission to the National Executive Council (NEC).

Beyond the submission, the meeting focused on the next steps for the enactment of a bill. To guide this next stage, we established clarity on the Right to Information Legislative Development Workplan. This workplan will provide the necessary roadmap for the legislation process following the National Executive Council submission.

We continue to reaffirm our stance that Civil Society Organizations must be continuously involved and consulted during the finalization of Papua New Guinea’s National Right to Information Law.

This milestone is a testament to the advocacy efforts Transparency International Papua New Guinea has championed since 1997 to secure our citizens' constitutional right to information under Section 51 of the Constitution.

We remain steadfast in our commitment to seeing this policy enacted to foster a culture of transparency and accountability across the public sector.
