Members of Parliament Dr. V. Jeyapal, Montoeli Moletsane, Sreehari M., Dr. Joy Joseph and Minister Dr. Dirk Seeling presented submissions, sharing personal expertise and experience that highlighted important aspects of the dynamics between outer and inner heat.

GEP Ministers presented a total of six Bills that were passed by the Assembly as Acts of Parliament, including ‘The Purity of the Five Elements Through Scientific and Technological Regulation Act’ (Minister for Science and Technology Dr. Christophe Dumas), ‘The International Act for Monitoring Infectious Diseases and Their Lasting Effects’ (Minister for Health Dr. Folker Meissner), and ‘The Eradication of Toxic Chemicals, GMOs and Geoengineering Act’ (Minister for Environment Lady Carla Davis). Also approved were ‘The Water Protection Act (Minister for Water and Natural Resources Prof. Dr. George Varghese), the ‘Education With Focus on Child Development Act’ (Minister for Education Dr. V. Reghu), and the ‘Human Climate Act’ (Minister for Social Welfare Prof. Dr. Rajeswari K.). Each of these represents important measures for balancing inner and outer heat in the world, ensuring the health and well-being of all living beings and the planet.

The second Expert Hearing of GEP 2025 taught further solutions to the current heat imbalance. Clinical neuroscientist Dr. Emma Lawrance emphasized the need for policies that support both mental well-being and climate goals, creating healthier, more resilient communities. Agriculturalist Prof. André Leu highlighted that organic and regenerative agriculture can reduce pesticide-related health risks and build healthy, biodiverse soils. News: House Adopts Six Acts, Seven Resolutions For Global Energy Balance

December 14, 2025: The fifteenth GEP concluded on Sunday with the passing of six Acts of Parliament and seven resolutions that utilise Swami Isa’s I-Theory that connects the external and inner worlds, to enable individuals and society to preserve the natural heat and chemical balance -- in fields from education to space science to business to research in quantum physics.

The day began with a Keynote Address by Former Indian Space Research Organisation Chairman Dr. S. Somanath, who proposed a ‘Global Energy Balance Index’ which would combine satellite data with human well-being indicators to create a single global measure of planetary balance. News: 15th GEP Inaugurated by Mauritius President

The two-day fifteenth Global Energy Parliament on “Inner Heat, Outer Heat: The Emotional Climate Shaping Our World" was inaugurated by the President of Mauritius, Dharambeer Gokhool. In the Presidential Inaugural Address, he appealed “to all leaders to join hands and promote this GEP international initiative to recalibrate and rebalance the Inner Heat and the Outer Heat.”

The Global Energy Parliament was honoured to welcome special guests and participants from 20 nations to the 15th annual session of parliament yesterday on the theme “Inner Heat, Outer Heat: The Emotional Climate Shaping Our World.”

🇲🇺The President of Mauritius His Excellency Dharambeer Gokhool inaugurated the session and highlighted the alarming imbalance of heat affecting both global society and the environment, and the steps that Mauritius has taken.

🇮🇳The Hon. Governor of West Bengal, India, H.E. Dr. C.V. Ananda Bose, former Speaker of the GEP, congratulated the GEP on 15 years of innovations in science and education under the leadership of Jagadguru Swami Isa.

It's All About the Chemistry
This year’s theme looks at how emotional tensions and environmental instability are rising together in our world... From surging social conflicts to the rapid chemical changes in our oceans and soils, both human beings and nature are showing signs of imbalance.
• What’s the connection between how we feel and how our planet functions?
• How do emotional stress and environmental degradation feed each other?
• And more importantly—how can we cool things down?
Though some terms may overlap and seem familiar, this session won’t echo the ongoing discussions on climate change—or the controversies that go with them. The I-Theory gives a clear orientation on the interconnectedness of everything in the universe—leading to new knowledge about the responsibility that humans have, and the intricate links between ourselves and nature. The GEP is a place for collaboration and innovation.

Every Member of Parliament has a voice, and to give time to all, we have a formal structured format. Members of Parliament can raise questions, give submissions, respond to others, and vote.
Our aim is to arrive at decisions on recommendations to the world's governments and international agencies, that will become a Resolution or an Act of Parliament. We share these with all governments and international agencies worldwide!
