So the Scottish Government, have dropped this little bombshell this afternoon.

These proposals represent a masive change to the way what we know as Council Services will be organised, controlled and delivered in the future. Having muttered in dark corners for over a year, they claim that 3 months or so is ample time to discuss and refine these plans.
No clear explanation of the fundamental points, such as who get's what money to pay for the delivery of the changes, let alone the services thereafter.
No mention of the fact that likely every local government job will need to be re-evaluated to maintain Equality proofed pay and grading structure. Come to mention it, who will be picking up the bill for the outstanding Equal Pay claims in Glasgow and elsewhere?
There is some merit in reviewing the structures of Local governent, given the 1996 changes were all about Tory desires to undermine local government's powers to resist the impact of their policies of greed.
We cannot ignore, however, that the Scottish Government has also made plain it's plan to slash public spending and staffing over the coming years.
