The federal and Saskatchewan governments should strike a grand bargain to finance the development of the province's growing nuclear power industry.

That’s the lead recommendation in a report released today by Clean Prosperity, called “A Nuclear Grand Bargain: How to grow an affordable and low-emitting electricity grid in Saskatchewan.”

Deploying nuclear power with federal financial support can help Saskatchewan:

⚡ meet the rising electricity demands of its rapidly-growing economy;
💵 keep power affordable for households and businesses; and
🌿 achieve the provincial government's goal of a carbon-neutral electricity sector by 2050.

“Saskatchewan is growing fast, and we’re going to need a lot more electricity to support that growth,” said Clean Prosperity Saskatchewan Director Jeff Davis, co-author of the report.

“If Saskatchewan can hammer out a deal with Ottawa, we could use our uranium right here at home to generate affordable power, create good jobs, and set our economy up for the long haul.”

"As the U.S. continues to escalate its trade war, removing unnecessary interprovincial trade barriers has never been more urgent," Clean Prosperity's Brendan Frank writes in a new analysis.

A new First Ministers' working group is exploring interprovincial carbon credit trading to tear down domestic trade barriers and improve carbon market liquidity.

To better understand the implications of linking, we modelled three provincial markets: British Columbia, Alberta, and Ontario. Linking the three provinces' carbon markets creates price convergence and drives about seven million cross-border credit trades per year.

"By unlocking cross-border credit trading, Canada can lower industrial compliance costs while achieving 84% more cumulative emissions abatement," Frank wrote.

"Connecting provincial carbon markets lets us tear down internal trade barriers and deliver cheaper, faster emissions reductions for industry."

NexGen Energy has officially broken ground on its $2.2 billion Rook I project in northern Saskatchewan, a project poised to be one of the world's largest uranium mines. Once fully operational, the facility is projected to produce up to 30 million pounds of uranium annually, accounting for nearly 20% of global supply and 50% of supply in the Western Hemisphere.

Saskatchewan is already the world’s second-largest exporter of uranium. There is a broader opportunity to build a vertically integrated nuclear sector, Clean Prosperity's Jeff Davis recently wrote in the Saskatoon StarPhoenix.

Davis emphasized that the province should use this rare strategic resource to generate low-carbon electricity at home, rather than relying solely on raw fuel exports: “It’s time to get ambitious, and to think big about how Saskatchewan can fully leverage its natural endowments.”

The new federal-Alberta carbon pricing agreement will cost an average oil sands facility less than $2 per barrel through 2050, Garret Kent Fellows showed in a new C.D. Howe Institute report out last week.

That's consistent with Clean Prosperity's findings in our Net Gains report earlier this year (link to our report in comment below).

In fact, when we looked at the impact of the federal-Alberta grand bargain as a whole, we found that additional West Coast pipeline capacity would substantially increase the profitability of the four representative oil sands projects we analyzed, net of carbon costs.
